Fire Safety Inspector/Emergency Management Officer   

Job Description Summary   

The Fire Safety Inspector performs professional technical fire prevention and inspection work. Is responsible for enforcing Florida Building Code, Life Safety Code and Florida Fire Prevention Code and other applicable regulations of the State of Florida relating to fire protection, fire prevention, and protection of life and property. Manages the University’s Fire Safety program. Oversees fire annual inspections of existing buildings. Work includes personal participation in the more complex and difficult plan review, inspections and investigative cases. Work involves public contact, frequently of delicate nature and requires the exercise of considerable judgment, diplomacy and initiative. Relies on experience and judgment to plan and accomplish goals.
The Emergency Management Officer provides operational oversight and oversees all emergency management planning and response for the university. Contributes to the delivery and/or establishment of functional policies and programs relating to core emergency management mission areas - Prevention, Preparedness, Mitigation, Response and Recovery. May represent the University to the national, state, and the local emergency management community. Provides training to university staff in all aspects of emergency management and critical incident response principles and procedures. Coordinates with the Associate Vice-President for Facilities and Safety Services to implement the initial university response to any crisis situation, emergency response, or disaster, with a primary focus on protecting lives and property, stabilizing the situation or condition, and effecting transition to the crisis response team for the implementation of the university’s crisis management protocols.   

Job Description   

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • This position will work in the area of Life Safety and Fire Safety, new and existing acceptance testing of Fire Protection Systems and Occupancy Inspections using adopted national and state codes.
  • Coordinates and conducts plan reviews for new construction, remodeling, renovation and maintenance projects for approval and conformance to Florida Building Code and Life Safety Codes.
  • Provides technical information to administrators, architects, engineers, staff and the public regarding Florida Building Code, Life Safety Code, Americans with Disabilities Act Accessibility Guidelines (ADAAG) and other National Fire Protection Association (NFPA) standards.
  • Possess knowledge to deter hazardous activities and the use of unsafe equipment until corrective actions can be implemented.
  • May investigate fires for cause, origin, and/or arson.
  • Performs flow tests on fire hydrants; and operates pumps and hydrants.
  • Updates manual and computer records.
  • When required, performs public relations functions between University and City, County and various civic agencies and/or other fire departments; and performs fire education functions for the university community.
  • Performs research and conducts surveys; analyzes information, and creates reports as required or requested.
  • Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding areas of responsibility,
  • Attends training sessions and seminars for compliance with continuing education requirements.
  • Assists with and makes suggestions for programs and materials for educating the university community.
  • Assists in aligning the department’s mission and goals to the university’s strategic plan.
  • Administers and communicates the university safety and security efforts/programs.
  • Oversees the day-to-day operations of emergency management mission areas (Prevention, Preparedness, Mitigation, Response and Recovery). Leads strategic emergency planning and policy analysis in many University functions and assists the Director in developing and implementing the overall strategic plan.
  • Plans, develops, implements, and manages policies, procedures, and programs designed to provide a safe and secure learning environment, control access to facilities, and minimize losses
  • Implements emergency response plans and related initiatives, in accordance with national, state, and local emergency preparedness and critical incident response requirements and standards
  • Oversees the creation and management of a university database and utilizes the data to modify programs and services and prepares recommendations for the Associate Vice-President for Facilities and Safety Services
  • Consults with university administrators and staff on safety issues related to curriculum, field trips, and university-based programs
  • Provides training and education to university staff in Emergency Management and critical incident response principles and procedures
  • Recommends suspension of hazardous activities and/or the use of unsafe practices until corrective actions can be implemented
  • Coordinates annual vulnerability assessments designed to improve the safety and security of university facilities and enhance emergency management planning and response
  • Maintains method of contact (home telephone, personal cellular telephone) and may be placed on emergency call outs
  • May be required to work rotating shifts, on-call duties, and extended hours in emergency situations
  • Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Proficiency in emergency planning.
  • Experience with significant emergency management response and recovery efforts.
  • Ability to coordinate and produce Incident Action Plans (IAPs).
  • Demonstrated ability to plan, lead, and coordinate the university’s response to emergencies and critical incidents.
  • Training in the Incident Command System to include (ICS) 100, 200, 300, 400, 700, 800 and L449 (Train the Trainer) and COOP awareness.
  • Experience with Polk County Emergency Management.

MINIMUM QUALIFICATIONS:

  • Associate degree or vocational education in Public Safety or closely related field
  • Five (5) years of related work experience in fire prevention.
  • Ten (10) years’ experience in Hazardous Materials Response and Mitigation.
  • Ten (10) years’ experience in related course development and delivery.
  • State of Florida Municipal Fire Safety Inspector Certification.
  • Professional Development Series Certificate (PDS)
  • In some cases, an equivalent combination of higher education and experience may be considered, provided that the education and experience is in a relevant and related field.
  • Associate Emergency Manager Certification. (IAEM AEM) (Must have or submit for certification within 12 months of hire date and successfully receive certification.)

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in Fire and Safety Engineering Technology, Fire Protection Engineering, or a related field, plus ten (10) years of experience in fire/safety and loss control, or an equivalent combination of education, training and experience.
  • National or Florida Professional Emergency Manager Certification.
  • Possession of a State Certification as a Fire Safety Inspector and a valid State of Florida Class E non-commercial driver’s license.

REQUIRED LICENSES, CERTIFICATIONS, AND/OR OTHER SPECIFIC REQUIREMENTS OF LAW:

  • Must possess a valid State of Florida driver’s license (preferably Class E, non-commercial).
  • This position requires a criminal background check, which may include a Level II screening as required by Florida Statute §435.04.
  • This position is subject to federal and state privacy regulations.

NORMAL WORK SCHEDULE: This position is salary exempt and is designated as an Essential Employee. Essential employees provide vital support to the university and subject to recall to work when deemed necessary. Recall to work typically happens due to an emergency, disaster or special event that may coincide with the official suspension of classes and/or closing of offices.

TARGET HIRING SALARY: $62,315 - $66,000, commensurate with experience.
