Overview

Working independently under the general supervision of the Director of Enterprise Applications and Web Systems in Technology Services, the Web Applications Programmer-Technical Lead is a member of a work group supporting internal applications development and product integration for California State University, Fresno. This position develops solutions and provides technical support for functional business areas, campus administrative and academic departments. This position programs and develops software code, scripts, web services, and other kinds of software to extend functionality and integrate 3rd party software with systems such as PeopleSoft, Canvas, TeamDynamix, OmniUpdate, WordPress, and OnBase. The scope of the duties includes developing solution options in collaboration with the TS Architects, integrating technical systems, developing automated tests, learning programmatic and web APIs, preparing reports and recommendations, collaborating with technical and non-technical staff to meet business needs, and reviewing code to maintain correctness and quality while ensuring security best-practices are followed. Some application and server administration duties will also be required. This position will be expected to learn new APIs to interface with new products in the normal course of duty. Technical and communication skills, including documentation of technical solutions, are part of the core requirements. The incumbent will provide technical lead work direction for the team and provide feedback regarding work quality, performance, and teamwork.

At the Career Level, the experienced Web Applications Technical Lead professional knows how to put theory into practice with an in-depth understanding of Web application development and can demonstrate proficiency in many aspects of the field, including how to mitigate common security concerns/risks. The experienced professional will independently perform the full range of responsibilities within the web application development field where analysis requires evaluation and professional judgment in selecting methods and techniques for realizing solutions and resolving non-routine problems, often times requiring significant decision-making. Work and actions may affect organization objectives and campus goals. This professional will work under general lead oversight or general supervision, will receive minimal oversight on day-to-day work, and will receive general direction on new assignments. Occasionally evenings and weekends are expected. Some travel is expected.

Position Summary

Major Duties of the job include:

  • Provide technical and systems administration support services for the coordination and configuration of various systems, including but not limited to development of web servers, OnBase, OmniUpdate, WordPress and other Web-based applications.
  • Develop and recommend programmatic solutions to business needs while working with other developers, TS Architects, customers, functional staff, and stakeholders at all levels of the University.
  • Write correct, testable, secure and documented software to solve business needs.
  • Interact with programmatic and web APIs, including RESTful and SOAP web services.
  • Coordinate with and maintain a positive working relationship with other information technology resources on campus and at other CSU campuses to best serve the changing campus administrative computing needs.
  • Interact with outside IT Solution Providers for systems and consulting resources to ensure effective support for current operations, and identify and direct proposed IT system evolution to new releases and/or product mixes.
  • Interact with vendor support staff and Technology Services staff in implementing recommended resolutions. Assist in quality assurance testing related to system patches, releases, and upgrades to the development and testing environments, and assist and direct functional testing of these environments prior to their being moved to production. Coordinate with change control staff when needed in the move to production.
  • Coordinate with and maintain a positive working relationship with other information technology resources on campus and at other CSU campuses to best serve the changing campus administrative computing needs.
  • Provide lead work direction and feedback regarding work quality, performance, and teamwork.
