Position Description:
The Budget & Finance Manager performs ongoing analytical responsibilities in support of the Finance & Systems area (F&S) and the greater Events & Transportation (E&T) division. F&S is comprised of 6 units: Business Process & Requirements, Financial Analysis and Reporting, Accounts Receivable & Cashiering (ARC), Emerging Technologies, Information Technology Support, and Applications & Systems Development. The Budget & Finance Manager provides operational oversight for the Finance group comprised of Financial Analysis & Reporting and Accounts Receivable & Cashiering.

The Budget & Finance Manager is responsible for the preparation and publication of annual operating budgets for the E&T division with revenue generation of $74M, an expense budget of $56M, $3.4M contribution to the campus bottom-line, $10M in subsidies for alternative transportation, and debt of $60M. This includes developing, implementing and promoting strategies to assure the continued financial health of all departments within E&T over a 10-year horizon, meeting five financial benchmarks. The incumbent plays a key role in calculating and setting fees for E&T programs and services, as well as ensuring sufficient revenue, while maintaining fees at or below market levels in order to minimize the financial impact on customers/campus departments. In conjunction with the E&T Business Process and Information Technology units, the incumbent serves as a key resource for major E&T projects.

The Budget & Finance Manager serves as a key member of the F&S management team, providing analytical support to the entire E&T division, while actively planning and implementing strategic business objectives and continuous improvement programs that support the division's Mission, Vision and Values. This includes: major long-range financial/budgetary planning for organizational structure and technology infrastructure; staffing and deployment analyses. To perform these responsibilities, the incumbent must balance competing user needs and service issues with prudent business practices. This position requires a high degree of judgment, flexibility, sensitivity, and management expertise.

The Budget & Finance Manager also oversees the activities and responsibilities of: (1) the ARC unit, which includes the following: reconciliation, deposit and reporting of cash/cash equivalents received; payroll deduction initiation/cancellation; recharge billing; sundry debtor billing; refund processing; collection of delinquent accounts, generation of write-off requests and other accounting transactions, and updating information on all databases; generation of statistical and financial reports utilizing Oracle and Access databases and Excel; collection and maintenance of the departmental unredeemed check files; reconciling ledgers; and responding to customer requests; (2) the AP unit, which includes purchasing, accounts payable, financial and business support to facilitate the day-to-day operations of E&T.
