The University of Washington Tacoma Professional Development Center has an outstanding opportunity for a Program Development Manager.

This position reports to the Executive Director of Educational Outreach and works with content experts to develop programs and curriculum, monitors course quality and profitability, recruits, hires, supports and evaluates instructors, provides operational support for assigned programs, recruits and advises students and identifies and coordinates/staffs program and Center outreach events and functions.

Specific responsibilities include:

Program Development
  • Plans, schedules, maintains, and evaluates short courses, certificate, workshops and conferences events.
  • Reviews new programs for business viability including customer needs, marketability and profitability.
  • Oversees program specific operations.
  • Prepares certificate program proposals for UW academic approval.
  • Works with PDC instructors, credit faculty and a curriculum design specialist (on contract as needed) to design for face-to-face, hybrid and fully online curriculum development, delivery and evaluation methods. Writes outcomes and course descriptions. Assists in the development of assessment methods and grading rubrics. Monitors student progress.
  • Reviews curriculum course evaluations and makes recommendations for updating.

    Program Support
  • Requests Canvas shells, imports course materials, creates program templates, monitors material release, and provides technical support for faculty and students. Requests student UW NetID’s. Uploads students and instructors into classroom.
  • Creates grading rubrics and tracks /records progress. Confirms final grades are posted quarterly.
  • Reviews and authorizes internal and external CEU’s and OSPI Clock Hours requests. Serves as agency authorized representative.
  • Coordinates the purchase of course specific materials including, but not limited to: books, materials, assessment tools, lanyards, belts, bags, portfolios, pins for courses and events.
  • Coordinates printing of course materials at UW Tacoma and with off-site printers.

    Operational and Administrative Activities
  • Draft, review and approve program policies and procedures.
  • Schedules classes and instructors.
  • Prepares training proposals, MOU’s and contracts for internal and external clients.
  • Requests and authorizes site rentals.
  • Develops and monitors budget for open enrollment, contract training and certificate programs. Assists in the preparation of monthly and annual [budget] reports.

    Recruitment and Marketing
  • Recruits instructors, makes selections/recommendations for hiring, negotiates salaries and provides evaluation and support. Prepares contracts. Verifies hiring and payroll documents. Approves timesheets.
  • Attends opening class sessions and final presentations/gallery walks.
  • Participates in the development of a marketing plan.
  • Recommends and/or reviews and edits advertising materials in electronic and print format.
  • Recruits, hires and supervises work study and hourly staff.
  • Recruits and advises students for PDC programs by phone, in person and at marketing and promotional events.

    Outreach
  • Serves on UW Committees
  • Serve on national conference and association boards (CPM board member)
  • Selects appropriate conferences for marketing. Selects materials. Staffs conference booths.
  • Conducts course orientations, webinars and information sessions. Presents at conferences, special events, webinars, internal and external organizational meetings.
  • Participates in the planning and delivery of the annual PDC graduation ceremony and other recognition events.

    REQUIREMENTS:
  • Bachelor's degree in Education, Business or a related field and four years of experience developing and managing self-support professional or continuing education programs for adult learners.
  • Experience working with, developing and managing contracts for contract/customized training for local businesses and government agencies.
  • Proficiency using Microsoft Office, registration and course scheduling databases. Experience setting up and/or teaching online in CANVAS or other Learning Management System. (LMS)

    Equivalent education/experience may substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

    DESIRED QUALIFICATIONS
  • LERN Program Planning Certificate,
  • Lean Six Sigma and/or Project Management certificate or certification and completion of a NCCPM Certified Public Manager program.
  • Experience with marketing and promoting professional and continuing education programs.
  • Experience working with the community, educational, government and business organizations.
  • Experience teaching adult learners in face-to-face, hybrid or online settings.
