Supervision Received 

The Chancellor will provide guidance and training as necessary, but the incumbent will be expected to consult with other members of the campus community, including Cabinet members and Office of the Board of Trustees, to ascertain information needed for the various responsibilities of the position.

Direction and Independence of Action 

The Director will be expected to work independently and in collaboration with the Chancellor. Consequences of significant error in the work responsibilities are great.  The Director, Chancellor's Office Operations and Projects interprets and follows policies and guidelines of the institution, the Chancellor, and the Board of Trustees, as well as relevant policy and law of national, state, and local governments. This individual must exhibit the highest degree of integrity and professionalism. Personal discretion is critical. This individual must work on a regular basis with confidential information while supporting an environment where transparency is highly valued.

Summary 

The primary function of the Office of the Chancellor is to provide leadership and direction to the District, the colleges (Coastline, Golden West, Orange Coast), and the community to advance student success and economic development.  The Chancellor is the Chief Executive Officer of the District and serves as the senior administrative leader and official spokesperson on behalf of our Board of Trustees and district community at the local, state, national, and international levels for the advancement of the goals and objectives of our District Community.

Distinguishing Career Features 

The Director, Chancellor's Office Operations and Projects is the principle aide to the Chancellor, representing the Chancellor to internal and external constituencies, as required.  In collaboration with other members of the Chancellor's Executive Cabinet, the Director is responsible for coordinating and guiding a wide range of topics in all aspects of District operations and external relationships. Establishes and maintains effective planning and management; supports the Chancellor in the fulfillment of the District's mission; and, supports the educational excellence and general development and welfare of the institution through shared governance.  The incumbent serves as the initial point of contact for the various constituent groups, and provides internal coordination and leadership on district goals and objectives. The incumbent maintains oversight and direction of the District's government relations portfolio.

  

Essential Duties and Responsibilities

1.       Manages and coordinates the strategic agenda for the Chancellor, working with senior leadership to develop action plans, monitor projects, track status, coordinate communications, and ensure implementation of the Chancellor's directives and initiatives. 

2.       Supports the Chancellor in leading an effective senior management team through management of the team's project timelines and preparation of materials to advance discussions in governance groups and the Executive Cabinet. 

3.       Initiates appropriate consultation with constituent groups and coordinates communications and follow-up to ensure effective implementation of programs and initiatives.

4.       Ensures targeted research and analysis on important issues is conducted and coordinates briefing materials on significant issues before the Chancellor for recommendation. 

5.       Leads and completes special projects and assignments as required, particularly those that involve inter-divisional implications.

6.       Plans and organizes annual retreat for the Executive Cabinet.

7.       Serves as the Chancellor's principle liaison with the Executive Cabinet; ensures coordination and preparation of information for Board of Trustee meetings; coordinates campus visits by Chancellor and guests of the District.

8.       Oversees effective execution of the staff functions of the Chancellor's Office, including daily operations, operating budget, and staff support. 

9.       Works closely with the District Public Affairs Department on the development and implementation of key communication strategies and messages to be conveyed by the Chancellor and the Board of Trustees and other documents such as speeches, newsletters, and other reports as necessary. 

10.   Plans and implements a comprehensive and proactive government relations strategy that advances and strengthens the District's and Colleges' missions and goals with local, state, and federal elected and appointed officials.

11.   Researches and monitors legislation and policy activities and updates senior management and the Board about relevant policy proposals and actions, funding trends, and legislation impacting academic, student support, and administrative operations.

 12.   Provides policy development consultation, political advice, advocacy, or defense of District interests, management of special projects, leadership on legislative workgroups and analysis of legislation impacting the District.

13.   Manages the flow of internal and external communication for the Chancellor's Office and the Board of Trustees Office, including protocols for scheduling, correspondence, e-mail, tracking, and filing. 

14.   Performs other related duties as assigned that support the objective of the position.

Requires advanced understanding of and commitment to the Chancellor's administrative operating principles and values. Requires strong personal skills in listening to alternative points of view and development of solutions that are in the best long-term interest of the Coast Colleges' community. Requires a high level capacity for sound judgment, tact, diplomacy, and discretion. Requires flexibility, creativity, strong attention to detail, and tolerance for ambiguity. Must have superior skills in writing and oral communication, including editing for clarity and correctness. Requires advanced human relations skills to prepare and make public presentations, facilitate group processes, resolve problems and confrontations, and convey technical or policy details to general audiences.

Abilities

Requires the ability to maintain confidences and a strong sense of personal and professional integrity. Requires the ability to convey complex ideas in concise and comprehensible fashion under time constraints. Requires the ability to understand institutional history and negotiate organizational culture to promote the Chancellor's initiatives and goals. Requires the ability to understand existing and proposed policies, with respect to the details and consequences of implementation.

Requires the ability to plan, organize, prioritize, delegate and review work in order to meet schedules and timelines. Requires the ability to write professional reports, speeches, and correspondence. Requires the ability to communicate with a wide range of contacts within and outside the District with tact, professionalism, and courtesy, and in a manner that reflects positively on the department and District. Requires the ability to analyze complex institutional and interpersonal situations and to develop and assess possible alternative solutions. Ability to understand and utilize statistical data sources and forms of analysis common in higher education.

Physical Abilities

Incumbent must be able to perform work of a sedentary nature. Requires sufficient ambulatory ability to sit for extended periods of time and relocate to multiple locations. Requires sufficient visual acuity to recognize letters and numbers and notice non-verbal behavior. Requires auditory ability to hear and respond to in-person and phone conversations, and give presentations to large audiences. Requires some ability to bend, stoop, and walk in office and college campus areas. Requires arm, hand, and finger dexterity to operate keyboard, pointing devices, and other office equipment.

Education and Experience

•           This position requires a Master's degree from an accredited institution and five (5) years of experience in higher education administration or comparable experience.

•           Demonstrated understanding of the organization, administration, and management of an innovative institution of higher education or an institution or business of comparable size and complexity.

•           Experience in building trust-based relationships with other senior administrators, faculty, staff, governing board members, and community representatives (or their equivalents in other employment settings).

•           Background in one or more of the following:  strategic planning, organizational development, organizational planning, project management, or policy development/implementation.

•           Experience working directly or indirectly with a governing board of an institution of higher education, business, or non-profit organization, and an understanding of the distinction between governance and administration.

•           Experience in leading legislative affairs activities, including direct interaction and relationship management with elected and appointed officials, creating policy agendas, and advocating an institution's interests externally.

•           Experience in managing administrative support staff.

Licenses and Certificates

Requires a valid California driver license.

Working Conditions

Work is performed indoors where minimal safety considerations exist. 

Work is performed at outdoor events and venues, as requested/needed by the department.  Travel on behalf of the department is required.  Some evening and weekend work will be required.
