EXECUTIVE DIRECTOR – CHICAGO EARLY LEARNING WORKFORCE

TRUMAN COLLEGE


City Colleges of Chicago’s (CCC) Harry S. Truman College serves as the Center of Excellence for degree and certificate programs in the focus area of Education, including early childhood, child development, and grades K-12. Reporting to the President, the Executive Director for Chicago Early Learning Workforce Scholarship provides strategic leadership for the scholarship across higher education institutions and partners such as: Department of Family Support Services, Chicago Public Schools, City Colleges of Chicago, other institutions of higher education, Illinois Network of Child Care Reference and Referral Agency.

The Executive Director for Chicago Early Learning Workforce Scholarship leads the CEL Workforce Scholarship effort collaborative initiative with the Mayor’s Office of Early Learning, Chicago Public Schools and the Department of Family and Support Services to support the growth of the early childhood workforce and to increase access to coursework and credentials for educators who enroll in early childhood higher education programs. In partnership with these agencies, the Executive Director of CEL Scholarship directs the Chicago Early Learning Workforce Scholarship Program, including providing direction for the policies governing the program and the processes to administer the program across partner institutions of higher education and with key partners. Works closely with City and State agencies to develop pathways and administer scholarships on those pathways to build the early childhood workforce. Performs related duties as required.

GENERAL RESPONSIBILITIES

  • Oversees the implementation and expansion of the Chicago Early Learning Workforce Scholarship, including the systems, processes, and policies to support the program across higher education institutions.
  • Develops relationships with early childhood stakeholders, including program leaders, advocates, and higher education institutions to represent and support the scholarship program and early childhood pipeline in Chicago.
  • Develops and guides intake survey and process for onboarding students to potential institutions.
  • Provides oversight of Chicago Early Learning Workforce Scholarship, monitoring plans for enrolling scholarship recipients in early childhood and preschool education programs in four-year institutions.
  • Manages the contract with INCCRRA for counseling scholarship applicants to find appropriate higher education pathways and administering the program with four-year institutions.
  • Provides leadership and guidance needed to INCCRRA for launching the four-year program for student transfer.
  • Creates and leads communication content regarding Chicago Early Learning Workforce Scholarship to assure clear and cross-institution language.
  • Develops partnerships with higher education programs for students at four-year institutions to participate in the Chicago Early Learning Workforce Scholarship.
  • Identifies opportunities to improve partnerships between City Colleges and four-year institutions, including articulation agreements.
  • Manages budgets for Chicago Early Learning Workforce Scholarship, including cost modeling to project needed funding over time based on student need and program demand.
  • Serves as the early childhood workforce liaison to the Chicago Mayor’s Office and city agencies on behalf of the Chicago Early Learning Workforce Scholarship Program.
  • Tracks and report on cross institutional scholarship metrics, including participation, course completion, and degree and credential attainment.
  • Supports special initiatives and improvement efforts undertaken by the President.
  • Supports the design and development of processes and procedures for metric and project tracking. Defines project success criteria and disseminates to appropriate personnel throughout the project life cycle.
  • Effectively communicates expectations to team members and stakeholders in a timely and clear fashion. Serves as a liaison with project stakeholders on an on-going basis.
  • Develops and delivers proposals, requirement documentation, status reports and presentations. Determines frequency and content of project teams’ status reports, analyzes results, and troubleshoot problem areas.
  • Provides leadership in identifying outside funding opportunities and writes proposals to seek grants and external funding for specific projects and program initiatives in collaboration with the District Office.


Qualifications
  • Bachelor’s degree in Education or a related field from an accredited college or university.
  • Five years of work experience in leadership positions in education.
  • Experience with early childhood workforce issues, including career pathways.
  • Strong project management skills and knowledge of project life cycle.
  • Demonstrated excellent supervisory, administrative, communication, interpersonal and leadership skills.
  • Knowledge of early childhood workforce and related challenges and opportunities.
  • Knowledge of local /regional early childhood workforce needs and economic development issues.
  • Knowledge of higher education systems, articulation processes, assessment and program review.
  • Knowledge and understanding of program development, evaluation, and budgeting.
  • Knowledge of CCC policies and procedures; collective bargaining agreements; and employee/faculty/student handbooks.
  • Knowledge of program evaluation and project metrics.
  • Proficient in the use of Microsoft Office (Word, Excel, PowerPoint).
