Position Summary Information

Primary Purpose

The Executive Director of Community Involvement (CIP) and Educational Equity Programs (EEP) oversees the Center for Community Involvement (CCI), which provides tutoring in local schools and volunteer/outreach opportunities to Pacific students; Community Involvement Program (CIP), a comprehensive scholarship retention program for first generation, low income students from the Stockton community; is responsible for administering and overseeing the Educational Equity Programs, currently comprised of the SUCCESS TRIO Program, Upward Bound Program, and Pacific PROMISE Scholars, an initiative that assists former foster and homeless youth in their transition and success at the University. This position supports the University of the Pacific’s underrepresented student success efforts by coordinating the resources of the TRIO grant with Educational Equity Programs to provide amplified support services for a target student population. These efforts are grounded in an understanding of the principles of student development, the unique characteristics of this first generation, low income student population and the mission and policies of the University. In addition, this position ensures compliance with all requirements attached to the federal Title IV (TRIO) funding.

Administers and oversees the operations of the programs under the Educational Equity Programs at the University of the Pacific, and is the primary liaison between the TRIO Programs (Student Support Services – known as the SUCCESS program at the University of the Pacific and Upward Bound Program) University administrators, faculty, staff, participants and community partners.

Essential Functions

1.Provides support and supervision to the unit’s management staff including the TRIO Directors of SUCCESS and Upward Bound under EEP.

2.Supervises and trains professional staff in CIP and CCI, and conducts annual performance reviews for professional staff positions.

3.Establishes the overarching programming and strategy to meet the objectives for the federal TRIO programs, CIP, CCI, Promise Scholars at the University of the Pacific.

4.Providing direct student services that include academic enrichment support as well as referrals to relevant campus and community resources to enhance retention and persistence of program participants.

5.Design and oversee the implementation of student development initiatives throughout the division using the Leadership Identity Development (LID) and Social Change Leadership model theories.

6.Partners with the Alumni Association to establish and strengthen support and involvement of various program alumni.

7.Provides leadership to enact Pacific’s growing pipeline partnerships and college readiness program that extend to middle and high schools.

8.Collects, interprets, and reports data and updates about unit’s operations, budgets,and student performance.

9.Administers CIP scholarship and housing grant funds in collaboration with the Office of Financial Aid.

10.Identifies and seeks external funding through soliciting gift income and augmenting the various program endowments by collaborating with Alumni, Sponsored Programs, and the Advancement Office.

11.Manages the Pacific PROMISE Scholars program for University of the Pacific students who are homeless or from the foster care system.

12.Participates as a member of the Leadership Team of the subdivision of the Senior Associate Vice President for Student Life within the Division of Student Life.

13.Establish and maintains a collaborative working relationship with key community partners (i.e. social service agencies, other postsecondary educational institutions, etc.) and campus representatives to best serve the interests of Pacific students who are from the target populations.

14.Establishes yearly program goals, objectives, and student learning outcomes, monitors and assesses effectiveness of program activities and services for on campus and external funding reporting purposes.

15.Identifies opportunities for increased program efficiencies, effectiveness and expediency across all community involvement and equity programs’ activities.

16.Establishes and develops charges for, and leads (when appropriate) committees and task forces to focus on strategic objectives that advance programs, unity, subdivision or division initiatives.

17.Conducts individual meetings with management staff on a bi-monthly basis to share information, ensuring goals and objectives are accomplished.

19.Develops and monitors program budgets and approves expenditures. Ensures program directors execute timely budget reconciliation and submission to the U.S. Department of Education in compliance with University and federal guidelines as required.

20.Performs other related duties as assigned or requested.

This position serves as Campus Security Authority (CSA) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported them.

Minimum Qualifications

• Master’s Degree required in student affairs, higher education, psychology, or related field.
• Seven (7) years professional experience in student affairs with significant experience in supervising and directing programs or service areas.
• Familiarity with the federal grant application and administration process and commitment to Title IV goals.

Preferred Qualifications

• Experience in student support services and working with low income, first generation college students and individuals with disabilities.
•Demonstrated leadership and teamwork skills.
• Knowledge of and commitment to outreach, access, retention and success of underrepresented students.
• Strong communication skills to express ideas clearly and concisely both verbally and in writing. Writing skills to simplify complex information and clarify subject matter for specified groups.
• Excellent organizational and strategic planning skills.
• Ability to develop programmatic partnerships with academic and administrative departments, student organizations, and community groups.
• Effective analytical skills to evaluate program requirements, information or problems in an objective manner and provide logical conclusions.
• Solid working knowledge of program implementation, staff supervision, training, and computer skills.
• Knowledge of budgeting and fiscal management.
• Experience working with students who have academic need and may be first generation, low –income or students with disabilities.
• Demonstrate a superior supervisory and collaborative skill among a variety of diverse persons.
• Ability to plan and implement educational and informational programs.
• Ability to exercise independent judgment.
• Commitment to quality of work, taking initiative and responsibility, and to develop and utilize leadership skills.

Work Environment/Work Week/Travel:
Work is primarily performed in a standard office environment. Work performed during standard business hours and may require work during non-business hours including nights and weekends.

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
