This position will be responsible for the management of fiscal and human resources activities of the Institute; will work closely with the director to create annual budgets and project financial needs for state, income, foundation and restricted funds; will develop financial reports and provide timely information to the director and PI’s on a monthly basis; will oversee all HR functions and processes; will be the payroll representative, processing payroll for faculty, staff and students; and will serve as the business representative for Institute to BAAF and related groups.
This person will ensure that all financial transactions and accounting meet Institute of Higher Education guidelines, University of Georgia policies, and Board of Regents policies.
Knowledge, Skills, Abilities and/or Competencies• Proficiency in UGA business systems including the budget management system, financial management system, and HCM system as well as others. The manager should be able to meet deadlines in relation to assigned accounts by prioritizing tasks.
• Expertise in applying University policies and procedures in sponsored programs administration, restricted accounting, budgets, and payroll. Demonstrated experience with the grants portal and other grants reporting tools.
• Knowledge of budgetary theory, principles and practices; the ability to interpret policies and procedures and to propose solutions to problems.
• Strong organizational, written and oral communications, and critical-thinking skills. Be self-motivated and possess the ability to work well in an environment where multi-tasking is expected. Demonstrates a strong attention to detail.
• Show an excellent attendance and performance record. Be readily available to the director and associate director and maintain effective working relationships with all Institute faculty and staff.
Ability to sit at a computer for several hours at a time.

Duties/Responsibilities Duties/ResponsibilitiesFinancial Management:
• Review and/or approve internal UGA financial transactions to include vendor payments, reimbursable expenses and travel, ensuring that funding is available and expense is allowable according to UGA/USG policies.
• Preparation, submission, and management of financial transactions to include journal vouchers, budget amendments and other transactions.
• Responsible for oversight and use of P-card and the UGAMart. Tracks expenses, orders, and deliveries and assures full compliance with requirements.
• Provide monthly reports on all funds to the director of the Institute.
• Review and manage all foundation accounts, approving transactions according to UGAF policies and procedures.
• Ensure proper year-end close out on all funds.
• Communicates approved financial policies and procedures to faculty, graduate students, and staff; provide advice as necessary.
Payroll:
• Serve as department payroll representative; process and approve all payroll for faculty, staff, students and temporary employees.
• Set up funding and change funding for all employees as needed.
• Reconcile all monthly, academic, bi-weekly, and summer payroll reports for accuracy.
• Work with confidential information such as personnel documents, salary information, and student records.
Awards Management:
• Provides professional management for sponsored projects including pre-award, award, and post-award. Assists Principal Investigators and Co-PIs with grants and contracts.
• Development and preparation of budgets to accompany proposals; management of award agreements, contracts, subcontracts, invoices, grants, budgets and sub-budgets.
• Review and/or approve financial transactions for contracts and grants.
• Proper interpretation of related sponsor policies, regulations and statutes, related University and Board of Regents policies and procedures. Adherence to Institute of Higher Education and University fiscal controls.
• Analysis and preparation of regular and ad hoc reporting for faculty and director.
Human Resources:
• Assist in creating and revising job descriptions, and developing comparative analyses for postings and reclassifications. Utilize UGAJobs to post vacant staff positions, reclassify existing positions, or create new positions as needed.
• Coordinate all new hire and termination paperwork for staff and temporary hires.
• Assure that all employees have completed orientation, ethics training, and/or other training.
• Create secure, confidential personnel files.
• Process Workers’ Comp forms, FMLA forms and Shared Leave forms as needed.
• Serve as departmental HR Liaison.
