General Purpose
Under general direction, plans, organizes, directs and integrates operations of the District Maintenance & Transportation Department; oversees the provision of building maintenance, vehicle maintenance, grounds maintenance and transportation services for District offices and seven campuses; provides expert professional assistance and guidance to District and college management on a wide range of facilities infrastructure issues; ensures compliance with state and federal regulations, policies and procedures; and performs related duties as assigned.

Essential Duties & Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Plans, organizes, directs, controls, integrates and evaluates the work of the department; with managers and staff, develops, implements and monitors work plans to achieve goals and objectives; contributes to development of and monitors performance against the annual department budget; manages and directs development, implementation and evaluation of plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
  • Directs and manages the performance of managers and staff; directs and oversees the selection of staff; establishes performance requirements and personal development targets for direct reports; regularly monitors performance and provides coaching for performance improvement and development; recommends compensation; hears and acts on grievances; subject to concurrence by senior management and Human Resources, approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with Personnel Commission Rules, Board policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.
  • Provides day-to-day leadership and works with staff to ensure a high-performance, service-oriented work environment that supports achievement of the department's and District's mission, objectives and values; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
  • With other members of Senior Management, participates in the development and implementation of District strategic plans, goals and objectives; leads and directs department staff in the development and application of new methodologies, technologies and business process improvements to achieve higher efficiency, productivity and customer service in department work processes.
  • Makes presentations to the Board of Trustees and to other board-level groups.
  • Organizes, directs and supervises the daily operations of personnel engaged in the inspection, maintenance, repair and remodeling of buildings, facilities and building systems, including plumbing, electrical, heating and air-conditioning, and carpentry; directs the timely completion of predictive and preventive maintenance programs; inspects building equipment and assesses staff effectiveness/ results in maintenance assignments; ensures facilities maintenance activities are performed efficiently and safely.
  • Oversees the operation, maintenance and expansion of the District's energy management system.
  • Directs the coordination and implementation of cost-effective ground transportation services for District staff, faculty and athletic programs; oversees the services of contracted transportation vendors and approves vendor invoices.
  • Organizes and manages the inspection, servicing, maintenance and repair of a wide variety of motorized vehicles and equipment District-wide.
  • Through subordinate manager, oversees turf, landscape and hardscape grounds maintenance operations, including athletic fields.
  • Ensures all required permits are maintained and inspections are performed for pertinent systems, equipment, facilities and devices.
  • Ensures strict safety policies and safe work procedures are followed; ensures safety equipment is in sound working condition and that department employees have participated in safety training; directs ongoing facility safety inspections to ensure compliance with building, fire and safety codes.
  • Participates in shared governance processes and initiatives.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

  • OTHER DUTIES
  • Stays abreast of new regulations, trends and changes in the field of facilities and grounds maintenance; represents the District in meetings with outside organizations in business and industry to ensure sound working relationships.

    EDUCATION AND EXPERIENCE
    Graduation from an accredited college or university with a bachelor's degree in construction management, public administration, logistics or a closely related field, and at least seven years of progressively responsible experience in building and facilities maintenance, at least two of which were in a supervisory capacity; or an equivalent combination of training and experience.

    LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
    A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.

    Physical Demands
    While performing the duties of this class, the employee performs moderate physical labor with periodic standing and walking for extended periods; walks over rough or uneven surfaces; frequently pushes, pulls, lifts and carries heavy objects weighing up to and sometimes over 50 pounds; bends, stoops and kneels; uses manual dexterity to safely operate power equipment; operates motorized equipment and vehicles, including a truck and electric cart.

    The employee frequently works near moving mechanical parts, in outside weather conditions and is exposed to extreme weather and wet or humid conditions, fumes, toxic or caustic chemicals. The noise level is often noisy.

    APPLICATION REVIEW AND ASSESSMENTS
    The application review process includes an evaluationof training and experience based on given application information and answers to supplemental questionnaire.Only the most qualified applicants, who pass the minimum qualifications review, will be invited to the assessment process.

    The assessment process will include a competency assessment (40% weight) and an oral interview assessment (60% weight). Passing score is 75% out of 100% on each assessment section.

    Candidates who attain a passing score on each part of the assessment will be placed in rank order on an Open-Competitive List.Using the same process, a separate Promotional List will be established and both Lists will be used concurrently.Unless otherwise indicated, the eligibility list will be used to fill current vacancies at Fresno City College for at least six months.

    State Center Community College District (SCCCD) was formed in 1964 when it assumed control of Fresno City College and Reedley College. SCCCD serves approximately one million people and 18 unified and high school districts in more than 5,500 square miles of urban and rural territory, including most of Fresno and Madera counties and portions of Kings and Tulare counties. SCCCD is governed by a seven-member board of trustees who represent seven trustee areas. Total district enrollment for the fall semester 2012 is over 34,000 students. SCCCD is a merit system district with over 2,300 faculty and classified staff represented by the California School Employees Association (CSEA) and the American Federation of Teachers (AFT). The total operating budget for SCCCD in 2012-13 is $168 million. 

    Fresno City College, established in 1910, enrolls in excess of 22,000 students and offers more than 100 associate of arts and science degree programs and 60 certificate of achievement programs in vocational/occupational areas. Reedley College, established in 1926, is located in Reedley (approximately 25 miles southeast of Fresno) and enrolls approximately 6,200 students in a variety of courses and degree programs in occupational education and the arts and sciences. SCCCD operates three educational centers with a combined enrollment of approximately 8,300 students. The Willow International, Madera and Oakhurst centers offer programs in general education for transfer and two-year degrees. In addition, the district offers occupational and technical training at its Career and Technology Center and the Training Institute.
