Department Description

Procurement Services and Materials Management is responsible for the acquisition of goods and services, payment of vendors, stocking and distribution of products, tracking equipment, reimbursement of employees and non-employees and the development of business processes that seek continuous improvements in efficiency, effectiveness and user satisfaction. Procurement Services and Materials Management is responsible for the procurement cycle – “cradle to grave” – of all goods and services required to sustain, foster and support the education and research missions of the University.

Procurement Services and Materials Management includes the following units:

eProcurement and Materials Management
Accounts Payable and Travel Services

The Purchasing Services department of the Procurement Services and Materials Management organization is a service organization whose main purpose is the procurement of products and services required in support of the University’s research, educational goals, and overall physical operations. The University of North Carolina at Chapel Hill Purchasing team manages spend of ~$600,000,000 each year through regular purchase orders, electronic orders and payment card programs.

Position Description

This is a position created to support a new and transformational University-wide outside workforce management program within the Procurement Services & Materials Management operation. The new program will establish a formal solution for University stakeholders to engage outside workforce resources such as temporary employees, contract employees, and independent contractors.

The primary purpose of this position in the short term (~12 months) is to design and implement a new strategic University outside workforce management program. The exact size of the program is unclear at this time, but the University is estimated to utilize thousands of temporary/contract workers at any given time. Assuming a modest bill rate per worker, the total annual spend could easily amount to $100-$200 million dollars, if not more. Responsibilities will include:

•Design & scope requirements for new University outside workforce management program.
•Source program solution in the marketplace.
•Define & manage processes and policies related to engaging outside workforce resources.
•Source preferred temporary/contract employee agencies to include in program.
•Manage suppliers that provide workforce program services.
•Internal stakeholder communication, marketing, and training.
•Develop program metrics & report to Procurement management.

Longer term, in addition to outside workforce program management responsibilities, the position will establish and manage a University supplier diversity program. This includes:

•Collaborate with the Accounts Payable vendor coordinator team and ITS to ensure diverse suppliers obtain proper state certifications, are self-identifying correctly in the University’s online supplier portal.
•Coordinate efforts to build healthy economies through sourcing with diverse businesses in the local community.
•Coordinate the University’s efforts to integrate the tenets of sustainability into the University’s procurement policies and guidelines, including eliminating waste, buying healthier and more sustainable products, and considering supply chain and sustainable business practices.
•Provide supplier diversity spend reporting as required/requested to the State of North Carolina, the University’s Office of Sponsored Research (OSR) and/or federal agencies.
•Provide diverse supplier information to OSR / Principal Investigators to support preparation of research proposals requiring diversity spend projections and/or commitments.

Minimum Education and Experience Requirements

Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

The successful candidate should have experience managing complex programs.

The candidate should demonstrate strong planning, analysis, customer service and collaboration skills. Experience in understanding business processes and reengineering those to work efficiently and effectively is essential. Should be able to demonstrate sound professional judgement, make independent decisions, and possess the ability to function under pressure due to time constraints.

Strong communication skills are vital, as is a commitment to diversity, inclusion, and collaborative decision making in the workplace.

Preferred Qualifications

Procurement / purchasing / vendor management experience.

Experience managing outside workforce management programs.

    Location: UNC is located in the heart of Chapel Hill, the best college town in America! It's a friendly town of about 40,000 in the geographical center of North Carolina.     Carolina Computing Initiative: Beginning with the freshman class of 2000, undergraduates must purchase laptop computers. The University has arranged for IBM to offer computers at excellent prices.
