•Ability to communicate well in English, both orally and in writing
•Advanced knowledge in creating and editing documents, spreadsheets, and forms with MS Word, Excel, PowerPoint and Adobe Acrobat
•Ability to write and generate reports that demonstrate a high attention to detail and organization
•Demonstrated experience in creating and manipulating data in electronic databases
•Demonstrated work experience in a similar position
•Demonstrated experience in managing contracts for services
•Knowledge of Texas and Federal Tobacco Laws and Regulations
•Assist in the overall administration, coordination, training, and monitoring of the FDA Tobacco Compliance Check Program
•Conduct training and technical assistance to assigned group of Contractors via telephone, email, and on-site on a routine basis
•Review Contractor performance, validate completion of work, and process invoices for payment
•Conduct on-site monitoring visits to Contractors to validate field work processes and procedures are being followed
•Assist in the planning and preparation of training events for contractors to include creation and revision of training materials, training set-up, travel arrangements for participants, and other general training logistics
•Prepare documents such as vendor forms, contracts and amendments, statements of work, purchase orders, correspondence memos, travel requests, travel reimbursements, forms and other necessary reports or documents
•Responsible for oversight and coordination of incoming and outgoing agency correspondence pertaining to FDA Compliance Check program to include, telephone, email, mail and fax correspondence
•Serve as point of contact to assigned contractors conducting field operations
•Monitor contract compliance such as performance, deliverables, invoicing, closeout, extension, adjustments, and renewals
•Maintain contractual records and support documentation of services performed
•Conduct on-site and desk reviews to assess quality control
•Provide training and technical assistance to external contractors
•Prepare and conduct workshops and trainings for contractors
•Prepare documents such as vendor forms, purchase orders, correspondence memos, and invoices, and other necessary reports or documents
•Prepare travel requests and make travel arrangements, and travel reimbursements
•Enters data and ensures data accuracy and integrity
•Compile, create, analyze, and report data on a frequent basis using databases and excel worksheet formats and formulas
•Develop and/or maintain office filing systems as required
•Respond to phone, fax, email, and mail requests on project, giving assistance when requested
•Process monthly and quarterly reports
•Participate in monthly on-call rotation during week-ends and holidays
•Other duties as assigned
•FDA Program continued employment is contingent upon passing a level 5 background check conducted by FDA to be commissioned.
•This position is funded via a Federal contract. Continued employment conditional on annual renewal of contract.
•Applicant will be required to take a Microsoft Intermediate Excel test administered by Texas State University Human Resources Department to be selected for an interview.
•Required to work hours other than 8:00 to 5:00 as necessary, including week-ends
•Between 10-15% of travel (overnight) required.
