Under moderate supervision, assists with the planning and administration of the University’s compensation and job classification plan. Prepares salary analyses, conducts special compensation studies, and participates in salary surveys. Reviews and approves job descriptions and reviews and audits job postings and Personnel Action forms. Maintains appropriate databases.

Essential Duties Summary

Advises and assists managers and hiring authorities regarding appropriate classifications and salary/hiring ranges to be used in job vacancies. Develops job vacancy templates, validates hiring and salary ranges, and provides compensation approval of job requisitions in the PeopleAdmin system. Writes and revises job descriptions using standardized job description format and methods. Maintains and updates the on-line job description database, job title inventory and salary structure. As needed, draft and/or updates compensation policies and procedures for review and approval by management. Works with web developers to update and maintain the compensation website. Responds to internal/external inquiries regarding compensation policies and procedures. Troubleshoots compensation issues and makes recommendations to managers on appropriate methods to resolve compensation and salary issues. Reviews and certifies the accuracy and completeness of personnel action forms for job title, salary and job status compliance. Responsible for the completion of special compensation projects, including, but not limited to the bi-annual HR input to the Legislative Appropriations Requests (LAR), bi-annual benchmark survey, FTE reporting, CUPA-HR surveys, and others as assigned. Conducts job evaluations using Job Analysis questionnaires (JAQ’s) in order to analyze and assign jobs to the TSU pay grade structure. Makes recommendations to management regarding appropriate classification, titles, pay grades and FLSA designation for new and re-evaluated jobs. Conducts and participates in internal/external published and ad hoc salary surveys. Researches and analyzes market salary and provides results to management for decision-making. As needed, drafts and/or updates compensation policies and procedures for review and approval by management. Performs other job-related duties as assigned.

Requires three to five years of compensation experience or equivalent.

Leadership/Supervisory Responsibilities

Supervises a section within the department or a small department of direct reports. Includes some human resources responsibilities for direct reports. Confers with manager or director about human resources and operational issues. If no supervisory responsibilities, serves as single incumbent for critical function.

Work Complexity/Budget Authority

Tasks are multiple and diverse with some interrelationship across processes. Handles some unrelated functions. Work requires the direct application of a variety of procedures, policies and/or precedents. May monitor budget activities but no responsibility for budget and expenditure authority.

Performs duties within scope of general University policies, procedures and objectives. Analyzes problems and performs needs assessments. Uses judgment in adapting broad guidelines to achieve desired result. Regular exercise of independent judgment within accepted practices. Makes recommendations that affect policies, procedures and practices. Refers exceptions to policy and procedures to the supervisor.

Personal/Organizational Contacts

Regular and substantial contact with others. Contacts usually involve discussions related to policies and programs and may include assisting in proposal or grant writing, negotiation with vendors, solicitation of financial donations for the University, and the like. Handles sensitive, complex, and/or confidential information.

Customer Service Relationships

Assesses and diffuses problem situations, and requires influencing others to reach consensus. Requires tact and diplomacy to handle difficult customer situations. Requires advanced interpersonal and communication skills to establish and maintain internal and external customer relationships. Explores alternatives and creative solutions to meeting the needs of the customer.

Working/Environmental Conditions

Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
