Departmental Overview

The University of California, Berkeley, Financial Aid and Scholarships Office (FASO) is seeking a Financial Aid Officer 3 in the Counseling unit. The Financial Aid Officer is the primary contact for undergraduate and graduate students, providing in-depth interpretation of, counseling on, and resolution of problems with their financial aid packages. This position involves analyzing students' level of need and eligibility for financial aid to allocate financial aid awards and advise students on obtaining aid. Interprets financial aid regulations, analyzes student data, and implements procedures to ensure regulatory compliance and timely delivery of financial aid.

The FASO is a fast-paced, high volume environment, awarding nearly $650 Million in financial aid to 25,000 students annually. With the motto “Your hopes, your future, your education. Responsibilities

The Financial Aid Counselor is the primary contact for undergraduate students, providing in-depth interpretation of, counseling on, and resolution of problems with their financial aid packages. This position has joint responsibility for managing the Housing Security Trust Fund in accordance to student oversight.
Involves analyzing students' level of need and eligibility for financial aid to allocate financial aid awards and advise students on obtaining aid. Interprets financial aid regulations, analyzes student data, and implements procedures to ensure regulatory compliance and timely delivery of financial aid. Responsibilities include working with UC Berkeley Basic Needs manager to analyze and process applications for Housing Security Trust Fund scholarships.
  • Coordinates, implements, evaluates, and reports on special programs and projects as assigned, including but not limited to state and institutional Basic Needs funding.
  • Consults with program stakeholders and other UC departments on policy/procedural issues, individual student's eligibility (both undergraduate and graduate), prioritization, marketing strategies, service timeline, and provides clarification on financial aid policy to these departments.
  • Interprets regulations and develops or recommends procedures to ensure compliance and accurate aid delivery, including food/housing specific awards.
  • Provides in-depth advising in person and via phone and email, and provides individual counseling on non-routine, sensitive aid issues.
  • Analyzes a variety of factors (financial data, family circumstances, social background, academic status, educational goals) and applies knowledge of federal, state, University, and outside agency laws, regulations, and policies to determine students' eligibility for various types of financial aid.
  • Exercises professional judgment to authorize changes in financial aid award. Participates in verification checks of need for financial aid disbursements.
  • Coordinates with other UC departments to implement and evaluate student-focused activities, programs, and services.

Required Qualifications
  • Working knowledge of policies, regulations, and practices for awarding financial aid.
  • Specialized knowledge of university/college programs for undergraduate and graduate students in specific demographic groups.
  • Specialized knowledge of the university/college special programs, including but not limited to: Summer Session, study abroad, Return of Title IV, Athletics.
  • Working knowledge of higher ed policies, processes, and procedures related to student registration, aid awards, and payments.
  • Working knowledge of advising and counseling techniques.
  • Ability to interpret policies and develop procedures to ensure compliance.
  • Problem identification, critical thinking, and problem solving skills; judgment and decision-making ability.
  • Ability to calculate financial aid with attention to detail and accuracy.
  • Organizational skills and ability to prioritize work and meet deadlines.
  • Written and verbal communication skills.
  • Active listening skills.
  • Customer service orientation.
  • Ability to assess processes and implement improvements.
  • Interpersonal skills.
  • Proficiency with applications in common office suites, such as Microsoft Word, Excel, and Access, as well as internet and email applications.
  • Ability to gain working knowledge of common University-specific computer application programs.
  • Experience using complex databases.
  • Ability to define specifications for database programming.
  • Bachelors degree in related area and/or equivalent experience/training.

Salary & Benefits

Salary is commensurate with experience. Hiring range is $64,000-$69,000/annually at 100% FTE.

Other Information

This is a part-time (20 hour/week) career position with full benefits.
