Departmental Overview
The Department of Psychology is a large, complex department within the College of Letters and Science (Division of Social Sciences). The Department includes over 54 active faculty and emeriti members, 15 career staff, approximately 7 temporary instructors, a number of visiting scholars and postdocs each year as well as a large cadre of Graduate Student Instructors and Graduate Student Researchers. Additionally, there are several labs consisting of dozens of lab personnel. In all, there are over 200 Psychology Department community members that reside in Berkeley Way West. The fundamental missions of the University, teaching, research and community service, are all met by the Department. Our teaching program is quite large. Psychology has over 500 undergraduate majors and Department courses serve approximately 4000 students each semester as well as a large summer sessions offering each year. The Department has approximately 110 graduate students pursuing doctoral degrees in five specialized sub-fields. In research, the Department supports the work of 35 life science labs.
The Departments of Molecular and Cell Biology (MCB) and Integrative Biology (IB) together are among the largest academic departments at UC Berkeley. By several measures (including number of faculty and students, budget, and assigned square feet), these departments are larger than many UCB colleges and schools. The two departments represent over 100 faculty FTE (including Adjuncts, Professors of the Graduate School, active emeriti and 11 HHMI professors); 55 Researchers and Specialists; 150 post-doctoral researchers; 370 graduate students; 100 department staff members; and total state and extramural payroll of approximately 1000 (including Graduate Student Instructors, Graduate Student Researchers and research staff). Financial resources include approximately $55M in annual extramural funding (which accounts for over half of the total sponsored research awards in the College of Letters & Science) and over $40M other fund sources. The department has 1,800 declared undergraduate majors (the largest majors on the Berkeley campus) and a total annual enrollment in classes of ~20,000. Department personnel are currently housed in eight buildings located in three widely separated parts of the campus.
This position will be shared with the Department of Psychology (75%) and Biosciences Divisional Services (25%).
Responsibilities
Psychology:
- Counsels department managers and supervisors on employee and labor policies, procedures, and appropriate practices; examples include: determining employees' eligibility for and coordinating leaves (e.g. FMLA)/tracking usage, appropriate steps for layoff proceedings, analyzing data of UCPath payroll reports, following up on HR and payroll actions as needed and advising on issues concerning sensitive and difficult to resolve work-related problems such as appropriate performance management steps to take.
- Works with client groups on complex re-organizations and staffing objectives to assist in meeting business objectives. In order to meet business and staffing objectives, offers solutions as well as facilitates the coordination of communication of complex process flows between the various groups. The incumbent's role requires them to liaise across multiple levels of campus groups including: the department (faculty/staff, visitors), multiple BRS Regions (BRS Payroll, Recruitment, HR Partner/HR Generalist, UCPath and RAs) the Berkeley International Office, Central HR/Labor Relations, Central Payroll, VSPA, Workstudy Office etc.
- Provides support to departments in administering policies and programs in the areas of employment, labor relations, wage and salary administration, training, and other areas of HR.
- Advises all levels of managers, supervisors, and employees in developing job descriptions, resolving benefits issues, and providing guidance on compensation programs, personnel policies and procedures.
- Reviews resumes and applications and interviews applicants for a full range of staff positions. The incumbent advises hiring managers/faculty on appropriate salary range for candidates based on their experience/job duties and works with Deans' Office on securing salary/position control approvals; analyzes job duties to identify appropriate job series and steps for appointments; collaborates with Compensation unit to accurately classify/reclassify positions; interprets UC and union contract policies to guide hiring managers/faculty on what type of appointment statuses (e.g. limited, contract, career) an employee would be eligible to be hired into. This involves considering how the appointment will be funded, duties performed, project lengths etc. Incumbent also provides budget support and wage cost projections; counsels faculty on types of benefits an appointment would be eligible for which is crucial in determining the budget for the appointment.
- Collaborates with Student Services Unit to ensure ASE appointments are accurate, timely and compliant.
- Advises on appropriate implementation of campus/union policies that affect ASEs such as: providing childcare accommodation for pregnant ASEs, when it is appropriate to decouple fee remission costs for GSRs, and when it is compliant to apply applying appointment overlapping policy.
- Coordinates Summer Session appointments of Lecturers and students and processes for department using.
- Responsible for overseeing appointment/visa procurement for the Visiting Scholar/Visiting Student Researcher and volunteer appointments.
- Coordinates Summer Session student and Lecturer appointments for the department.
- Department lead for staff H1-B and permanent residency applications.
- Coordinates with Caltime department payroll activity and serves as payroll delegate assuring proper controls as the delegate. Reviews payroll transactions for accuracy.
- Resolves issues related to accruals and discrepancies with time worked and paid.
- Participates in professional development activities (e.g. workshops, seminars, and conferences). Attends campus meetings as needed.
Biosciences Divisional Services:
- Prepare and submit payroll and HR requests/transactions, such as merit and promotion increases, employment contract changes, and other payment requests. Review and monitor all requests for accuracy.
- Assist with the preparation of academic personnel cases for all ladder-rank, adjunct, and emeritus faculty in MCB and IB.
- Help ensure that cases have been prepared in accordance with relevant policies, that they are complete and that all information is accurate.
- Data entry and maintenance of internal Academic Personnel database.
- Assist Director of Academic Services with maintaining position management data through UC Path, including creation of new positions and person of inquiry requests.
- General Support and Special Projects: Other duties as needed
Required Qualifications
- Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
- Has thorough knowledge of campus policies and procedures; knowledge of functional area and understands how work may impact other areas.
- Has thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
- Experience with UC Berkeley's UCPath and other related business software programs and systems.
- Excellent computer skills and ability to work within MS Office.
- Is skilled in communicating clearly and effectively verbally and in writing.
- Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.
- Possesses strong analytical, active listening and critical thinking skills.
- Demonstrated ability to handle very difficult or volatile situations/individuals effectively.
- Excellent attention to detail.
- High level of discretion and confidentiality.
- Ability to manage multiple tasks, remain organized, deal with a heavy workload, and prioritize.
Education/Training:
- Bachelor's degree in related area and/or equivalent experience/training.
