This position will be hired at the Research Administrator 1 or Research Administrator 2 level depending on the experience of the selected candidate.

DESCRIPTION

The UCSD Department of Obstetrics, Gynecology and Reproductive Sciences is composed of 65 faculty and clinical fellows. The department is composed of the following divisions: Obstetrics and Gynecology, Maternal-Fetal Medicine, Gynecologic Oncology, Reproductive Endocrinology and Infertility, Hospitalist, Family Planning and Urogynecologic and Reconstructive Surgery. The Department is currently ranked 5th in NIH funding among Ob/Gyn departments nationally.

Under the general supervision of the Assistant Department Business Officer, the Research Administrator will be responsible for providing comprehensive financial analysis and fiscal management in both pre and post-award sponsored projects administration for multiple divisions in the Department of Obstetrics, Gynecology and Reproductive Sciences, with approximately $4-6 million in annual sponsored project funding sources and 30-40 proposals per year.

Each division's financial management involves multiple PI's and funding sources (federal, state, private grants including contracts, gifts, clinical trials, subawards, fellowships, service agreements, and UC Foundation funds). The incumbent will work with numerous funding agencies including, but not limited to NIH, DOD, AHA, ADA, CIRM, JDRF, and other various state, county, private and industry sponsors. The Research Administrator will independently work with multiple international and domestic institutions as well as a variety of central offices such as OCGA, OCTA, HSSPPO, OPAFS, HHR, ARC, IPPS, etc.

In coordination with the Finance team, the Research Administrator will be responsible for enforcing procedures and utilizing a variety of intricate internal reporting systems and tools for forecasting short and long term financial planning, identifying problem areas, formulating creative and alternative solutions and making recommendations for a wide variety of financial and administrative issues related to Research Administration.

The Research Administrator will also be responsible for management of all pre and post award functions of their assigned research portfolio, including processing EPETs, ENPETs, Financial Journals and close out procedures. The Research Administrator will research and assess internal control process management needs for research funds.

MINIMUM QUALIFICATIONS
  • Level 1: Bachelor's Degree in related area; and/or equivalent experience/training OR
    Level 2: Bachelor's Degree in related area; and/or equivalent experience/training AND two (2+) or more years of relevant experience.

  • Thorough knowledge of contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.

  • Capable of analyzing financial issues, recognize potential problems, identify creative and alternative solutions and make recommendations. Ability to analyze and prepare budgets, identify spending patterns and project future expenditures based on available data.

  • Demonstrated ability to learn and develop understanding of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Proven ability to learn and develop understanding of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to thrive in a busy, high-volume, and deadline driven work environment that requires coordination of multiple activities and the judgment and flexibility to reprioritize to accommodate emergency requests. Detail oriented.

  • Demonstrated ability to perform routine financial analysis and reporting.

  • Proficiency working with computer and information management systems.

  • Excellent organization and communication skills and customer service focus. Ability to use diplomacy, tact, and discretion in all interactions.

  • Strong skill to communicate professionally and effectively with a diverse population of all levels of organization in person, over the telephone, and in writing.

  • Ability to work independently. Ability to independently gather information, follow up on projects, and solve problems creatively.
