Position Summary

The Southern Region Sustainable Agriculture Research and Education Program (S-SARE) is a federally funded grants program offering seven competitive grant opportunities to farmers, researchers, educators, non-profits, community based organizations and community activists in the agricultural community. This new position will be responsible for coordinating, preparing, and submitting S-SARE’s annual Cooperative Agreement with USDA-NIFA. The position manages S-SARE’s online grant management system, and ensures the accurate and timely processing of the department’s high volume of federally funded grant awards. Ensures project budgets and budget justifications are in compliance with USDA-NIFA and UGA policies and procedures for federal grant expenditures. Ensures timely submission of financial, annual and final reports to funding agency.

•Knowledge of USDA-NIFA’s guidelines and procedures for response to RFA, grant submission, and allowable expenditures of federal funds; Knowledge of UGA’s policy and procedures.

Pre-Award Grant Support for S-SARE funded grants:
•Prepare and compile all components of each funded grant submission, ensuring that the proposal is formatted, packaged, and submitted in accordance with granting agency requirements.
•Review grant budgets and budget justifications to ensure accuracy of budgets, including salary, fringe benefit rates, materials and supplies, travel, subcontracts, and indirect costs.
•Review budget expenditures for compliance with grant programs Call for Proposals and agency guidelines.
•Resolve any budget issues by contacting project investigators for any additional budget information required, budget revisions, or other necessary corrective action.
•Submit the grant package to CAES Contracts and Grants office for contract development.

Serve as Regional Administrator of the S-SARE Online Grant Management System:
•All S-SARE competitive grant programs submit their proposal applications on the online system.
•Serve as point of contact for researchers (PI) to provide guidance and support during the grant application process.
•Assign Technical Review Committee and/or Project Review Committee members to review grant proposals.
•Collect scores and comments from panel members on all grants, which are returned to the Project Investigator for his/her information.
•Instructions to TRC and AC PRC members are handled on-line, proposals are reviewed with comments entered on-line, and ranking of proposals is on-line.
•Track progress of reviews and vote report, manage proposal submission and deadline dates, manage review deadline dates.
•Update TRC and PRC members in the online system.

Coordinate, prepare, and submit Southern SARE’s annual Cooperative Agreement with USDA-NIFA for budgeting for approved projects:
•The Southern SARE Program is solely funded by this grant opportunity.
•Knowledge of USDA-NIFA’s RFA release date and deadline date for submission.
•Read and follow all RFA guidelines and requirements set by the National Institute of Food and Agriculture (NIFA).
•Compile all forms required as identified in the RFA. Ensure that all applications conform to the application preparation and submission instructions set by NIFA.
•Work closely with S-SARE Director to set budget for the S-SARE program.
•Work closely with S-SARE’s PDP Coordinator, 1862 LGU Coordinator, and 1890 LGU Coordinator to obtain their budget, budget justification, and plan of work for their portion of the Cooperative Agreement.
•Submit grant application electronically using the UGA Research Grant Portal.
•Work closely with CAES Director of Contracts & Grants (C&G) to ensure application is complete and submitted to Grants.gov.
•Follow up with C&G office until funding has been awarded and a copy of the award has been received in the S-SARE office.
•After the award is made, work closely with S-SARE Accountant to set up the account and monitor expenditures.

Prepare and submit new grant project initiation forms, annual financial reports, annual progress reports, and final reports to USDA-NIFA:
•Submit project reports to USDA-NIFA using NIFA’s online REEport system. Reports are required for each of S-Be aware of project beginning and ending dates and deadline dates.
•Update the progress report that spans the life of each of S-SARE’s continuation awards and prepare final report at project end date. Cooperative Agreements are awarded annually and is for a 5-year period.
•Work with S-SARE accountant to prepare financial reports on all federal funded accounts.
