The UNC Department of OB-GYN’s Horizons Program is seeking a Clinical Compliance Officer. Horizons is a substance use disorder treatment program for pregnant and/or parenting women and their children, including those whose lives have been touched by abuse and violence: https://www.med.unc.edu/obgyn/horizons/ This will be a full-time faculty position, at the Clinical Instructor rank. The primary office will be in Carrboro, with regular travel to Raleigh and any other sites that may open in the future.
The Clinical Compliance Officer’s responsibilities will be:
Maintaining Accreditation from the Commission on Accreditation of Rehabilitation Facilities (CARF)
•Leading the annual CARF reaccreditation process
State and Medicaid Monitoring
•Serving as the key leader for Division of Health Service Regulation (DHSR) site visits, annual Substance Abuse Block Grant (SABG) audits, local monitoring reviews and any data submission requirements for block grant or Medicaid funding
•Complying with state incident reporting requirements
•Reading and acting on news from Department of Medical Assistance (DMA) and LME/MCO Communication Bulletins
Internal Horizons Quality Control
•Leading UNC Horizons Quality Assurance Committee meetings and providing training/needed follow up regarding missing or low-quality documentation
•Serving as a member of the Horizons Quality Improvement Committee
•Serving as the main internal monitor for ensuring compliance in all areas of program function that are related to multiple regulatory bodies overseeing Horizons’ clinical functions
•Managing the overall census of Horizons facilities
Outward Facing Interactions
•Responding to complaints, subpoenas, medical records requests and the organization’s compliance with state medical record management and HIPAA requirements
•Managing the NC Health Information Exchange expectations and requirements
•Assisting with clinical research projects and preparation of manuscripts, based on the results of the research
•Representing UNC Horizons as a member of state & national organizations, and at professional conferences
A Master’s degree in Social Work, Public Health, Psychology, Education, Business Administration or another related health field is required.Qualifications and Experience
3 years’ experience in behavioral health, quality assurance or business management in a MH/SA or LME/MCO setting.
2 or more years’ experience providing mental health/substance use disorder treatment services
2 or more years’ experience participating in quality improvement processes/protocols
1 or more years’ experience working in a provider oversight capacity for LME/MCOs in North Carolina.
