DESCRIPTION

Under direction of Associate Chief Financial Officer (ACFO), the incumbent has responsibility for financial and budget process management, fund management and financial analysis. Incumbent is responsible for the monthly reconciliation and reporting on school allocations, gifts, endowments, service agreements and funds flow from the Health System totaling $15 million (direct and indirect), as well as the Moores Cancer Center (MCC) Profit & Loss (P&L) statement.

Along with the MCC Director of Business Operations, serves as the liaison for MCC's conversion to Oracle financial reporting. The incumbent is responsible for the analysis of P& L statements and is responsible for recommendations, oversight and implementation of changes and transactions within MCC as directed by the ACFO or Executive Director of Cancer Research. Process involves complex analysis of both revenue and expense transactions for accurate reporting and forecasting.

With limited guidance from MCC ACFO and Executive Director for Research, responsible for the design and preparation of the Cancer Center’s comprehensive complex annual operating budget that includes missions (research, clinical and academic). Performs in-depth analysis of funds, comparisons, projections, and reconciliations in order to construct, monitor, and maintain the Cancer Center's annual operating budget. Develops financial projections for the annual budget, quarterly forecasts and update the annual five-year financial plan, in support of MCC's five-year strategic plan. Forecasts existing volatile fund sources and explore the viability of, and propose new or alternate funding sources.

The incumbent is responsible for the development and fiscal analysis of the School of Medicine support budget, as well as the fiscal analysis of the Cancer Center department funds. Oversight and responsibility for short and long-term projections and analysis of available and projected financial resources for use in forecasting and planning of programs, activities, and personnel. The incumbent will be responsible for all financial analysis of any Cancer Center funds as directed by the ACFO or Executive Director for Cancer Research.

MINIMUM QUALIFICATIONS
  • Bachelor's Degree in related area and/or equivalent experience/training.

  • A minimum of three (3+) or more years of relevant experience.

  • Thorough knowledge of finance policies, practices, and systems. Proven ability to analyze and prepare budgets, to identify spending patterns and project future expenditures.

  • Ability to independently gather required information to organize, and perform financial analysis assignments. Strong knowledge and applications of principles and practices of financial management, fiscal planning and analysis.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner. Ability to collaborate and communicate effectively and diplomatically at all organization levels. Ability to work effectively with diverse population, including the business community, academicians, staff and students.

  • Proficiency using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Knowledge and skill in the use of various software, such as databases, spreadsheets and word-processing, used in an integrated computer environment. Ability to use available computer tools, i.e. Microsoft Office, to streamline work.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Demonstrated experience in Accrual Accounting and Profit and Loss (P/L) analysis to account for revenue/commitments.

  • Strong interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multitask in a high volume environment.

  • Demonstrated ability to understand, analyze and interpret complex written material, financial data and computer generated models/information to effectively communicate results to PI's.

  • Proven ability to adapt to changing priorities. Ability to work independently, organize time and set priorities to meet established deadlines and to shift priorities and workload to frequently accommodate new and more urgent tasks.

PREFERRED QUALIFICATIONS
  • Advanced Degree in finance.
  • User-level knowledge of IFIS, AccessLink, EmployeeLink, FinancialLink, TravelLink, Blink, PPS, or equivalent programs.
  • Ability to assess and contribute to development of automated systems to facilitate pre and post award administration.
  • Proven ability to perform internal audits of procedures to ensure compliance with OMB A-110, OMB A-133 and OMB A-121.
  • Experience in projecting salary, benefit and indirect costs with knowledge of payroll and personnel regulations including impact of salaries, merits, range adjustments and benefit costs.
  • Strong knowledge of clinical trial budgets which include patient related expenses, as well as knowledge of bulk account charges. Experience monitoring patient accrual, keeping track of different milestones for billing purposes and reviewing generation of revenue.
  • Experience monitoring the clinical trials funds flow, and various overhead accounts.
  • Knowledge of University policies and procedures relating to contract and grants and accounting. Proven ability to analyze and interpret which policies and procedures apply to a given situation.
  • Understanding of Medical Center policies and distribution of the hospital funds flow to various departments using various methodology/formulas developed by the Medical Center. Knowledge of the physicians' salary compensation plan and how to facilitate allocation of incentive pay to the PI.
  • Demonstrated knowledge of University policy and procedures regarding purchasing, returned goods, travel, disbursements, inventory, and contract and grant administration.
  • In-depth knowledge and current demonstrated experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.
  • In-depth working knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out, including but not limited to Cost Accounting Standards.
