PRIMARY POSITION FUNCTION/SUMMARY:

The College of Veterinary Medicine seeks an HR Associate to support the College’s HR Service Center (HRSC), which provides college-level human resources expertise and support to all College units. Under administrative direction perform highly specialized HR services related to the College of Veterinary Medicine Human Resource Service Center (HRSC), which include providing labor and employee relations support and expertise, processing appointment and payroll-related transactions, resolving issues and questions from departmental and unit administration personnel, applying policies and regulations consistently and accurately.

DUTIES AND RESPONSIBILITIES:

Policy Application & Labor and Employee Relations

  • Provide expert guidance and assistance for labor and employee relations issues within the College. Attend meetings as appropriate to answer questions or ensure procedures are followed, and policy is consistently and correctly applied.
  • Serve as an expert resource on employment and comlplex payroll policies and procedures.
  • Compose and/or review authoritative correspondence related to disciplinary memos, policy interpretation, or general employee relations.
  • Serve as a Campus and University Liaison for employee relations and employment policy issues.
  • Serve as liaison for worker's compensation claims between Claims Management and the Veterinary Teaching Hospital (VTH).
  • Interpret the Collective Bargaining Agreement as needed.
  • Guide the grievance process by investigating the incident, drafting a response, and researching the applicable articles of the Collective Bargaining Agreement

Appointment Transaction Coordination & Processing

  • Process and review standard and complex appointments and payroll-related transactions using various systems (HR Front End, Banner, UI New Hire, etc.). Provide status reports to College and department contacts.
  • Review and monitor HR transactions for adherence to college, university, and governmental policies and approve to Campus HR units, resolving issues as they arise.
  • Complete the I-9 Employment Eligibility in Tracker I9 for new hires and re-verifications for foreign national employees, ensuring adherence to campus and federal policies/regulations.
  • Review and monitor HR transactions connected to International employees/scholars. Work closely with the HR Associate who takes care of the daily contact with ISSS to coordinate and facilitate the visa processing for the college. Serve as the liaison between the foreign national employee and ISSS as necessary.
  • Compose HR or payroll-related correspondence to employees, departments, and campus units.
  • Provide guidance and assist with format and wording of job descriptions to accurately and succinctly describe duties. Advise on appropriate titles.
  • Coordinate and track the civil service search process for the VTH. Use Hiretouch to submit new hire requests, fill vacancies, submit background check requests, request reclassifications, process appointment changes, request mid-year increases, and process retention offers.

Payroll and Leave

  • Approval of bi-weekly payroll via web-time as necessary. Responsible for reviewing accuracy and policy compliance of hours reported, which include complex shift differentials and holidays for non-standard employees. Identify the need for pay adjustments and ANA’s and process accordingly.
  • Maintain and serve as a resource for the college’s leave tracking electronic system — update PEALEAV as necessary, utilizing available reports.
  • Process manual pay adjustments and benefit(s) payouts in PARIS.
  • Process labor re-distribution transactions as needed.
  • Assist the VTH in the completion of Service-in-Excess and locum forms and process payments.
  • Process FMLA leave requests.

Other

  • Attend HR, ISSS, and payroll training sessions as necessary. Attend monthly HR user meetings as part of the office rotation and weekly HRSC meetings. Relay information which may be new to campus or university policy or processing updates as appropriate.
  • Maintain employee files, electronic and paper formats, keeping information filed and up-to-date.
  • Function as support for other HRSC personnel concerning the completion of tasks when necessary.
  • Coordinate Ethics & Compliance Training.

QUALIFICATIONS:

Required:

  • Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position.
  • Three years of work experience performing professional-level human resources duties, including two years of experience in Labor and Employee Relations.

Preferred:

  • Demonstrated University of Illinois labor and employee relations experience.
  • PHR Certification

Successful Candidates will have:

In-depth knowledge of employment transaction processing, HR policies, payroll, and salary reconciliation and resolution skills required.

The ability to troubleshoot issues submitted to HRSC for resolution is vital.

The incumbent must be organized and possess excellent oversight, in addition to being detail-oriented, utilizing sound judgment to recognize and resolve exceptions and issues.

Transactions of the HR Service Center are confidential and require attention to ensure that employees’ information and/or transactions are handled accordingly.

This position interacts with faculty, staff, and students, in addition to working closely with various campus and university administration units.

A professional and courteous demeanor must be maintained.

Effective communication within the HRSC group is essential to achieve the optimal level of customer service.

Environmental Demands:

Normal office setting. Allergies to hay, straw, or animal dander may cause discomfort based on the location within the College of Veterinary Medicine

This is a full-time Civil Service Human Resources Associate position appointed on a 12-month service basis. The expected start date is as soon as possible after October 28, 2019. Salary is commensurate with experience.
