Position Summary Information

Primary Purpose

Reporting to the Title IX Coordinator, the Title IX Investigator assists in resolving complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, protected class discrimination and harassment, and related retaliation involving students, faculty, and staff. The incumbent will work closely with the Title IX Coordinator to assure that the appropriate campus policies are utilized to conduct investigations. When directed by the Title IX Coordinator, the Investigator will conduct a prompt and thorough investigation. The Title IX Investigator acts as a neutral party in the investigation and provides a detailed, unbiased report regarding the findings of the investigation. The Title IX Investigator will assist with capacity building by training staff and faculty as Co-Investigators. The Title IX Investigator also trains students, staff, and faculty in relation to sexual assault, interpersonal violence, stalking, sexual harassment, and related retaliation.

Essential Functions

•Conduct a prompt, equitable and impartial administrative investigation into complaints including identifying and interviewing parties and identifying, gathering and assessing information relevant to the investigation; apply relevant policies and make findings of fact in individual cases; maintain accurate and thorough records and notes of the investigatory process.

•Collaborate and consult with the Title IX Coordinator regularly to monitor and manage complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, and protected class discrimination and harassment and related retaliation to ensure an efficient and effective response to reports and complaints.

•Identify University policies and/or Student Conduct Code provisions relevant to a complaint.

•In collaboration with the Title IX Coordinator, identify and coordinate interim measures and accommodations with departments throughout the college.

•Exercise judgment regarding the resolution of complaints including informal resolution and formal investigation.

•Actively foster and maintain a climate that is supportive of students and respectful of difference.

•Provide information to students, employees and others regarding the Policy Prohibiting Sexual Misconduct, Discrimination and Retaliation.

•Work with individual students and faculty to assure that the institution does not discriminate on the basis of pregnancy, childbirth, false pregnancy, termination of pregnancy, or recovery therefrom.

•Provides resource referrals to students, faculty, and staff involved in investigations.

•Create and facilitate training/presentations to students, student groups, staff, and faculty regarding the University’s Policy Prohibiting Sexual Misconduct, Discrimination, and Retaliation, the nondiscrimination policy, best practices related to the investigation process, and other related presentations and trainings as requested.

•Cultivate relationships with campus stakeholders (e.g., faculty, students, and staff).

•Develop and maintain relationships and clear lines of communication with campus and community partners. Collaborate with on and off campus resources including law enforcement and victim services in resolving complaints and work with the Title IX Coordinator and Title IX Coordinating Council to ensure that the University’s processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with non-discrimination laws.

•Continuously identify and integrate best practices in the Title IX investigation arena into knowledge base and practice. Stay abreast of current movements in the field of investigations by participating in conferences, workshops, etc.

•Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional and/or national professional associations and organizations.

•Remains knowledgeable of federal and state laws and regulations, and trends within higher education related to sexual misconduct, harassment, and other discriminatory practices.

•Serve on appropriate committees as assigned.

•Other duties as assigned.

This position serves as a Campus Security Authority (CSA) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported to them.

Minimum Qualifications

•Bachelor’s degree.
•Two (2) years of professional experience conducting investigations, complaint resolution, higher education administration, human resources management, Title IX compliance which is trauma-informed and fair and/or equivalent combination of education and experience.
•Demonstrated knowledge and/or professional experience in the application of federal and state equal opportunity and non-discrimination laws and regulations, including but not limited to Title IX, Title VII, VAWA, SaVE, FERPA, Clery Act, ADA, and other applicable laws and regulations.
•Knowledge, experience, and training in handling issues related to gender-based violence.
•Experience with employee relations, conduct or compliance administration, investigative work, complaint resolution, or equivalent education.
•Ability to communicate and maintain effective interpersonal working relationships with a diverse population.
•Sound judgment and professional discretion with the ability to manage highly sensitive and confidential information.
•Skill in writing concise, logical analytical reports to convey complex issues.

Preferred Qualifications

•Master’s degree.
•Five (5) years of relevant experience.
•Strong organization, planning, analytical and problem resolution abilities.
•Proven skill in developing effective and engaging training programs for faculty, staff and students.
•Experience in student conduct or an office of discrimination and harassment.
•Experience working with college students.
•Professional experience conducting investigations in a University setting.
•Experience investigating cases of interpersonal violence.
•The ability to problem solve and collaborate.
•Strong skills in the areas of conflict resolution, problem solving techniques, interviewing and investigation.
•Strong analytical skills and the ability to assess and negotiate complex, highly sensitive situations.
•Knowledge of complexities surrounding investigations in a college setting.
•Title IX Investigator training certification.
•Experience with information systems such as Maxient and Banner.
•Ability to maintain neutrality and work under stress.

Work is primarily performed in a standard office environment with use of computer and phone. Requires extended periods of sitting and repetitive hand/wrist motion while using computer keyboard and phone. Occasional standing, walking, climbing stairs, bending, stooping and reaching. Occasional lifting up to 25 pounds.

Work Environment/Work Week/Travel:
Work performed during standard business hours.

Valid driver’s license required. Incumbent must also be able to meet the University’s fleet rules and be eligible to drive for University business. The University and its insurance carrier reserves the right to exclude applicants based on their driving record.
