Detailed Description:
The duties of the Public Safety Communications Supervisor include managing and overseeing the daily duties of the public safety dispatchers as well as the ongoing development and implementation of standardized operating policies and procedures. This includes the operation of radio/telephone receivers, transmitters, computer aided dispatching (CAD), public safety records management systems, as well as fire and security alarm monitoring equipment including closed circuit video surveillance equipment and departmental radio procedures. Works with and assists dispatchers in learning radio transmission codes, local geography, departmental rules and regulations, and associated material. Prepares staff work schedules; reviews and evaluates employee's work performance; participates in the selection of new communications personnel and performs routine staff work as well as more complex dispatch duties. This position is responsible for the organization and assignment of all work activities of the communications personnel and will assist with staffing the 24 hour operation of the communications center. In addition, the Communications Supervisor is responsible for providing continuous technical oversight and ongoing evaluation of the department's video surveillance system, fire and security alarm systems, building access control system, computer aided dispatch system, telephone radio recording system, campus alert emergency notification system, portable radio communications systems, panic alarms, and SharePoint to ensure they are properly maintained and fully operational. The Communications Supervisor troubleshoots systems problems and oversees any necessary repair or maintenance required and coordinates repair with appropriate vendor. Responsible for providing technical guidance and recommendations to DPS Administration in development of short and long range planning for system improvements. Works under the supervision of the Administrative Investigations Sergeant. Exercises supervision of six dispatchers.

Duties and Responsibilities:
1. Supervises and Manages the Communications Center
  • Supervises and coordinates the day-to-day activities of dispatchers.
  • Interfaces with patrol sergeants and patrol lieutenant to ensure that all scheduled absences are coordinated with patrol officers and that dispatch personnel are properly prepared and briefed at the start of their shift.
  • Assists in the selection process for dispatch communications operators. Trains, orients, and cross trains new and regular employees in communications processes and procedures; oversees and reviews daily work products and records; completes employee performance evaluations; assists with resolving personnel issues.
  • Maintains and stays current in knowledge of state of the art and emerging technology, equipment and/or systems.
  • Creates protocol and maintains Policy and Procedures manual for all department systems operation.
  • Trains department personnel in operation and procedures for maintaining department security alarms, video surveillance, radio communications and emergency notification systems.
  • Performs the duties of a dispatch communications operator.

    2. Provide security systems oversight and maintenance
  • Oversees system installations and maintenance required for operation of all systems. Conducts evaluation of system problem(s), repair or corrects problem(s) when appropriate or coordinates repair with appropriate vendor.
  • Provides technical guidance, recommendation and support to DPS Admin on all systems for security alarms, manual and electronic access, video surveillance, radio communications, computer aided dispatch (CAD), telephone/radio recording and emergency notification.
  • Manage records and database information for all security alarms, manual and electronic security access, video surveillance, radio communications, and computer aided dispatch, telephone/radio recording, and emergency notification systems.
  • Conducts equipment inventory and maintains permanent file records as to the name, type, location, age and life expectancy of all systems equipment. Notifies department head of missing, damaged or aging equipment in need of replacement.
  • Maintains and updates reference information on all technical systems operating instructions and contact information for vendor.
  • Develops and maintains a GEO file with blue prints of campus buildings to include documentation for location of fire and security alarm panels, video security, door alarm contacts and other security functions. Documentation for use during training exercises and campus emergencies; for distribution in an emergency to emergency services, field personnel, and administrators.
  • Manages and executes department business flow using SharePoint.
  • Responsible for updating and maintaining all document lists and files in SharePoint.
  • Responsible for overseeing proper database connections in order to update Department Cases, Approval Processes and Pertinent Lists.

    Job Requirements:
    Minimum and Preferred Qualifications:
  • High school diploma or GED equivalent required. Bachelor's degree preferred.
  • Three years of progressively responsible experience in an environment involving highly technical security systems preferred. Experience in a law enforcement or related environment preferred.
  • Demonstrated skill in records management and familiarity with records management practices preferred.
  • Demonstrated skill and ability to maintain basic operation of a variety of security technology systems preferred.
  • Demonstrated skill in the use of personal computers, preferable in a PC, Windows-based environment; all equipment and related operating software used for communications and public safety.

    Performance Expectations - Knowledge Skills and Abilities:
  • Ability to supervise and train employees, including organizing and prioritizing and scheduling work assignments.
  • Possess excellent interpersonal skills; ability to work with various University constituents including parents, students, trustees, administrators and staff employees, vendors; conflict resolution, decision-making and implementation skills; experience in a leadership/supervisory role.
  • Develop, implement, and maintain a standardized operation manual consisting of policies and procedures relevant to communications.
  • Demonstrated teaching, training and leadership ability.
  • Demonstrated ability to administer and support various security technology systems.
  • Demonstrated excellent written and oral communication skills.
  • Working knowledge of security monitoring and fire alarm systems with ability to provide oversight of all communications systems, alarm systems, and video surveillance system, including related operating software to ensure that they are maintained in good working order; reporting equipment hardware and software problems for appropriate action.
  • Skill and ability to develop and establish written policies and procedures for operating and maintaining security technology systems.
  • Detail-oriented with strong organizational techniques and ability to multi-task in a fast-paced environment.
  • Ability to react calmly and effectively in emergency situations
  • Ability to foster a cooperative work environment
  • Knowledge of state and federal regulations, policies and guidelines for radio communication; knowledge of law enforcement policies and procedures for dispatching.
  • Excellent skills in the use of specific equipment and tools as identified below.
  • Ability to work flexible hours including weekends, evenings, and holidays; available for on-call assignments and overtime.

    Tools and Equipment Used:
  • Personal computer (preferably PC with Windows environment)
  • Alarm monitoring systems and video surveillance system
  • Copier, fax machine and other related office or communications equipment
  • 400 MHz and 800 MHz two-way mobile radio systems, personal computer, computerized fire and intrusion alarm system, card access and video security systems, E!911 system, telephone voice recording device, various software applications (computer aided dispatch system (CAD), emergency notification system, database, spreadsheet, word processing, etc.), multi-line telephone system, 10 key, and other standard office equipment.
