Staff Attorney, Harrison Institute - Georgetown University Law Center

Staff Attorney, Harrison Institute - Georgetown University Law Center

The Harrison Institute provides services that make democracy work. We support actors who make and shape policy - government and corporate, local and global. Our clients include nonprofit coalitions and decision-makers - legislators, attorneys general, local governments, national associations, and global policy networks.

The Staff Attorney is responsible for providing legal and policy services to clients and collaborators of the Harrison Institute. S/he will supervise second - and third - year law students who contribute to those services for 14 academic credits and will teach several legal seminars on the role of lawyers in making and shaping policy. Additionally, he/she will develop relation ships with potential clients and funders and draft proposals for contracts or grants.

Legal and Policy Work
  • Produce policy reports, toolkits, and case studies.
  • Write legal and policy analysis for clients and collaborators.
  • Present at conferences, hearing s, and client meetings.
  • Provide technical assistance and client counseling.
  • Engage with external professional associations and policy networks.
  • Develop job knowledge in two distinct areas:
  • Climate adaptation -- including (a) the physical dynamics of sea level rise, coastal and upland flooding, urban heat, and drought, and (b) legal systems and policy options including home rule powers, delegation of authority, preemption doctrine, comprehensive planning, zoning codes, building codes, capital budgets, and sources of federal funding.
  • Human rights for workers- including (a) U.S. and international standards for violations of human rights, such as forced labor, human trafficking, child labor, discrimination, denial of freedom of association / right to organize, wage theft , harassment , illegal hours, and hazardous working conditions , and (b) supply-chain management systems that include sourcing codes, procurement contracts, licensing agreements, factory disclosure, monitoring of workplace conditions, and remedies (for workers and purchasers).

Law Student Supervision
  • Develop job knowledge on literature and methods of supervision.
  • Supervise 4 clinical students though weekly team meetings, weekly individual meetings, and written comments on project management, strategic planning, research, legal and policy analysis, writing, and presentations.
  • Supervise one or more research assistants.

Seminar Teaching
  • Lead 2 skill seminars on management, analysis, or communication.
  • Lead 2 substantive law sessions for project teams on climate adaptation and human rights.
  • Coordinate one session on professional culture.
  • Coordinate one session with a guest practitioner .

Development
  • Developpotential client relationships on climate adaptation and human rights.
  • Contribute to proposals for contracts or grants.
  • Contribute to organizational development of the Harrison Institute and Policy Clinic.
  • Recruit students.

Qualifications
  • JD degree required
  • ?Additionally, an LLM degree or other graduate degree is preferable
  • Must have 3-5 years of legal experience related to the work of the Institute (e.g., climate policy and human rights)
