Provides leadership to develop strategic marketing, communications, and student and community outreach initiatives aligned with the District's strategic plan. Provides vision and direction to establish the District as the College of choice; supports student enrollment through planned outreach and recruitment campaigns; develops and maintains positive relationships with feeder schools, the media, and community organizations; provides direction and support for the institutional marketing, branding, and communications campaign including but not limited to electronic communication, advertising, social media, and public information.Directs/Supervises the work of the Delta College Foundation Coordinator. Participates in a wide variety of community activities to promote a positive image and generate community support for District programs and services.
SUPERVISION EXERCISED AND RECEIVED
Receives general direction from the Superintendent/President, working within a framework of standard procedures and objectives.
Directs, coordinates, supervises, and evaluates the work of assigned staff.

Responsibilities and Duties:
1. Provides vision, leadership and oversight for planning, developing, and implementing a comprehensive District outreach, communications, and marketing plan focused on promoting the District, enhancing student recruitment and enrollment, overseeing Delta College Foundation staff, and building strategic community partnerships.
2. Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the Marketing, Communications, and Outreach department.
3. Leads the District's branding initiatives to ensure brand consistency and protect the District's identity. Advises other departments and standards, style and format of website and marketing materials distributed to the public. Articulates the District's image and brand in the delivery of its marketing and communication messages.
4. Plans, directs, supervises, evaluates, trains, and coordinates the work of assigned staff in the areas of District website developments, graphic design, communications, media and public relations, student and community outreach.
5. Directs assigned staff in implementing outreach and marketing plans and activities.
6. Cultivates and maintains working relationships between the District, community organizations, the media, feeder high schools administrators and staff through site visitations, newsletters, and other related activities for the purposes of enhancing the District's image and improving enrollment.
7. Writes and reviews news releases, generates feature stories, responds to news inquiries, and serves as the District's spokesperson when appropriate.
8. Optimizes use of both traditional and new media formats for marketing and communication.
9. Develops strategy and execution for website design and maintenance, including content management systems, navigation, and functionality.
10. Assists the Superintendent/President and District staff in coordinating marketing and public relations efforts for community and alumni-targeted fund-raising activities.
11. Collaborates closely with District departments to coordinate and prioritize District and program-specific outreach efforts; serves as a technical resource and institutional coordinator for outreach, marketing, and public information matters.
12. Provides oversight of the District's written and electronic outreach and marketing communication to ensure the effectiveness and consistency; reviews materials for content, clarity and format prior to publication.
13. Performs needs and gap analyses to determine the most effective venues and methods for outreach and marketing strategies; researches outreach and marketing methods, mechanisms, and processes for effective delivery; initiates strategies to address trends and concerns.
14. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; develops and implements a monitoring system to measure the success of program activities.
15. Reviews and analyzes program data and District enrollment data to project District impact; compiles data for statistical and narrative reports including governing board reports.
16. Provide accurate and up-to-date information to community contacts on District programs, new directions and strategies for the District. Develops new communication strategies as necessary.
17. Oversees and participates in the development and administration of the annual budget for assigned areas of responsibility; monitors and approves expenditures.
18. Coordinates with the President's office in monitoring and maintaining the President's promotional fund. Maximizes participation in community events sponsored by the District.
19. Performs related duties and responsibilities as required.

Education and Experience Requirements:
  • Bachelor's degree from an accredited college or university with major coursework in communications, public relations, marketing, business administration, or related field; Master's degree preferred.
  • Four (4) years of experience with at least two (2) years in a leadership or supervisor capacity in outreach, marketing, communications, public administration or related experience. Experience in higher education environment or public agency highly preferred.
License/Certificate:
A valid Class "C" California Driver's License. Additional Information
