Establish the direction and oversee the execution of the information security program at U. T. Rio Grande Valley. Advises executive leadership on IT Security risks and mitigation plans. Directly manages the IT Security department to include policy and standards development, training, security monitoring, and IT risk management.

Description of Duties

•Fulfills the responsibilities of the Information Security Officer as defined by TAC 202 and UTS 165.
•Meets regularly and works closely with academic leaders, clinical administrators, researchers, audit, compliance, and legal counsel to understand requirements related to security and regulatory compliance.
•Lead as subject matter expert in information security and multiple related disciplines.
•The Chief Information Security Officer has direct oversight for high risk areas. Because of this responsibility, it is expected and required that Chief Information Security Officer to have access to the university president or designee. This access is to ensure that the university president is aware of high risk areas and is made aware of crises in a timely manner and is kept up-to-date on responses to same.
•Coordinates efforts, including processes, across the institution for Network Infrastructure, Human Resources, Information Technology, Legal Affairs & Compliance, and other groups to identify and promote key security initiatives and standards such as, but not limited to, virus protection, security monitoring, intrusion detection, access control, and remote access policies.
•Works with the campus designated FERPA, Records Access and HIPAA Privacy Officers on compliance issues as necessary.
•Ensures compliance with federal, State, and UT System rules and regulations, including HIPAA, FERPA, UTS165, PCI, etc. Promotes and facilitates effective communication between the department and the University’s administrative community.
•Develops and maintains a cost effective information technology security program including development and implementation of security standards, policies and procedures, awareness and training plan, and overall information security infrastructure.
•Identifies protection goals and objectives consistent with the university strategic plan. Defines key security program elements.
•Leads the Computer Incident Response Team for investigation and remediation of security breaches, initiates appropriate action to protect information assets, and assists with disciplinary and legal matters associated with such breaches.
•Advises the CIO and executive management on all areas of information security, including tactical information security advice and security ramifications of emerging technologies.
•Serves as the information security liaison with external entities including UT System, UT Components and nationwide universities, State and Federal agencies. Responds to security surveys and audits from UT System, State Auditor’s Office, and DIR.
•Coordinates, in cooperation with UT Policy and the Office of General Counsel with law enforcement activities/investigations; FBI, DPS, etc., relating to information security.
•Chairs meetings of departmental Information Security Administrators (ISAs) for dissemination of information security information and training and input for program development.
•Attends as a non-voting member of the Information Security Advisory Committee.
•Builds, motivates, and leads a professional team attuned to organizational culture, responsive to university needs, and committed to integrity and excellence. Leads all aspects of this team, including budget creation and maintenance. Coordinates implementation plans, security product purchase proposals, and project schedules.
•Works with outside consultants as appropriate to fulfill independent security audit needs.
•Ensures the implementation of the Disaster Recovery Plan for mission critical systems in accordance with Texas Administrative Code (TAC) 202.74(a)(5), DIR Guidelines and industry practice.
•Ensures appropriate recovery procedures are developed, documented, and distributed by critical business units.
•Performs other duties as assigned.

Required Education

Bachelor’s degree in computer science, information management or related field from an accredited University.

Preferred Education

Master’s Degree in computer science, information management or related field from an accredited University,

Licenses/Certifications

Required:Certified Information Systems Security Professional (CISSP)

Preferred:
•Certified Information Security Manager (CISM)
•HealthCare Information Security & Privacy Practitioner (HCISPP)
•PCI Professional (PCIP)
•PCI Internal Security Assessor (ISA)

Required Experience

Ten (10) years progressively responsible leadership experience in IT including designing, implementing and/or auditing information technology security programs and knowledge and understanding of regulatory issues relevant to higher education, including FERPA, HIPAA, ADA, PCI

Preferred Experience

•Work requires a track record of translating an organization’s overarching strategy into an effective, long-term action plan for his or her area or responsibility.
•Work requires demonstration of communication skills that enable him/her to provide vision and direction to a large group of highly successful professionals across a broad range of disciplines.

•Work requires responsibility for review, development, recommendation, and implementation of policies related to assigned activity, program, or function.

Needs to be able to successfully perform all required duties. Office Environment; some travel and weekend work is required.

A New University with a Long History

The University of Texas Rio Grande Valley was created by the Texas Legislature in 2013 in a historic move that brings together the resources and assets of UT Brownsville and UT Pan American and, for the first time, makes it possible for residents of the Rio Grande Valley to benefit from the Permanent University Fund—a public endowment contributing support to the University of Texas System and the Texas A&M University System.

 

Our new university will also be home to a School of Medicine and will transform Texas and the nation by becoming a leader in student success, teaching, research, and health care. UTRGV will enroll its first class in the fall of 2015, and the School of Medicine will open in 2016.

 

UT Brownsville and UT Pan American

The shared history of The University of Texas Pan American and The University of Texas at Brownsville goes back to 1927, when Edinburg College was founded. In 1973, Pan American opened a second campus in Brownsville, which later became an independent institution of The University of Texas System in 1991. Over the years, the missions and the identities of these great institutions have continually evolved to serve the communities of the Rio Grande Valley.

Now, the evolution and connection between these two institutions is coming full circle as UT Brownsville and UT Pan American are being established as a single, new university and medical school, with a single, new identity—The University of Texas Rio Grande Valley.
