In partnership with UC Berkeley and UC system decision-makers, the Cultural Policy and Repatriation Division administers the Phoebe A. Hearst Museum of Anthropology's continued compliance with the Native American Graves Protection and Repatriation Act (NAGPRA), the California Native American Graves Protection and Repatriation Act (CalNAGPRA), and relevant UC Berkeley and UC system policies. The Division also coordinates the Hearst Museum's response to international restitution and traditional care requests, provides assessments as part of the Hearst Museum's due diligence for potential acquisitions, contributes to stakeholder outreach for programming, and serves as liaison to the Hearts Museum's Native American Advisory Council.

Under general supervision of the Phoebe A. Hearst Museum of Anthropology's Head of Cultural Policy (HCP), the incumbent serves as a Museum Scientist charged with support all operational-level aspects of the Hearst Museum's Repatriation and Cultural Policy functions. The incumbent performs analytical studies on a variety of policies, projects, programs and issues in support of the Museum's Repatriation obligations, set forth by NAGPRA, CalNAGPRA, and relevant UC Berkeley and UC system policies and in line with the Hearst Museum's strategic mission. The incumbent serves as the Hearst Museum's support for all activities related to its Native American Advisory Council. The incumbent also supports research of new, pending, and changing systems, programs, and guidelines related to relevant Federal regulations, international legal instruments, and codes of professional practice, as well as the Hearst Museum's own Cultural Policy issues including—but not limited to—international restitution, research access, loans, acquisitions, and traditional care. The incumbent assists the HCP in drafting outside correspondence and preparing for consultation on all issues of Repatriation and Cultural Policy, to communicate the Hearst Museum's activities in these areas to and from Campus and UC executives, advisory committees, faculty, managers, staff, and students, as well as tribal members, tribal governments, lineal descendants, government officials, and the general public. The incumbent assists the HCP in policy and program planning, development and administration, and in interpreting, monitoring and analyzing information regarding policies and procedures, and providing consultative services regarding general management to department administrators. The incumbent also prepares indices of available literature relating to collections for use by students and other researchers, performs routine maintenance such as accessioning, filing, loans, exchange and data management, and answers requests for identification and information from other institutions, descendant communities, scientists, and other stakeholders. The incumbent also responds to requests for reproduction and/or in-person and virtual use of media collections in collaboration with Collections, Education and Interpretation, and Registration staff.

CONSULTATION AND CLAIMS:

  • Participate in on-site and telephonic tribal consultations regarding potential or on-going repatriation claims
  • Coordinate repatriation consultation and repatriations
  • Facilitate Cultural Policy documentation requests and in-person research Conduct object research for repatriation claims and other Cultural Policy inquiries
  • Assist with composition of repatriation claim reports and Federal Register publications
  • Act as liaison with agency representatives for all activities involving federal or state collections Assist with preparation for all Native American Advisory Council (NAAC) events
  • Other duties, as assigned

COMPLIANCE:

  • Research potential federal ownership of archaeological collections
  • Identify current holdings not previously reported to NAGPRA
  • Assist in the creation or modification of NAGPRA inventories and/or summaries for previously unreported holdings
  • Other duties, as assigned

MANAGING PERMISSIONS TO USE, DUPLICATE, AND ACCESS MEDIA COLLECTIONS

  • Respond to requests for reproduction and/or use of media collections
  • Schedule and facilitate in-person access to media collections for Native American groups, researchers, and UC Berkeley faculty and students
  • Coordinate when necessary with appropriate Collections Managers and Registrars to gain access to media assets and surrogates
  • Determine if copyright applies and if use of copies is appropriate and in keeping with the Hearst Museum's mission and guidelines
  • Determine related fees based on Museum policies and guidelines
  • Maintain records and statistics associated with permission and reproduction requests
  • When requested, digitize media collections internally through scanning and photography and utilize on-campus resources and outside labs as needed and as funding is available
  • Produce and maintain all records related to duplication and reproduction activities

DOCUMENT MANAGEMENT AND DATA ENTRY:


  • Maintain digital and archived records of Cultural Policy visits and repatriation-related procedures

  • Document all repatriationAGPRA consultation activities

  • Document all NAAC meetings

  • Assist in creation of cultural policies

  • Produce object reports in response to cultural policy and repatriation inquiries

  • Update records for repatriation-related objects, as needed, in CollectionSpace, the museum's collections management system

  • Other duties, as assigned

  • A bachelor's in anthropology, archaeology or related field is required and/or equivalent experience
  • A minimum of two years experience with modern museum registration practices using complex Information databases.
  • Experience organizing large amounts of information from multiple sources in a logical manner.
  • Close attention to detail is required.
  • Able to communicate complex information effectively in person and in writing
  • Able to train other staff and volunteers on data entry protocols.
  • Ability to quickly recognize problems and propose solutions.
