The candidate will be responsible for the research, development, monitoring, and maintenance of our suite of custom applications, integrations, and databases. This position will also be responsible for data management, integration, reporting, and project management. Candidate will be part of a team and serve as a secondary resource for supporting websites within our departmental CMS, and adhere to all departmental technical, change management, documentation, quality assurance, and security standards.Job Description
Responsibilities:
1. Oversee the research, development, monitoring, and maintenance of CHAS custom applications, third-party integrations, and databases. This includes the Information Reporting system and RA/GA Staff Hiring applications.
2. Conduct analysis/data mining of data structures for vital CHAS statistics to produce timely accurate reports for use as a decision support tool. Design, construct, & interpret datasets, responding to the ongoing reporting needs of senior management. Own & oversee departmental SQL database installations, security, and interface with other data integrations within the university.
3. Provide technical guidance to CHAS staff in the utilization of business intelligence/statistical, and survey/research tools for and constructing reports & generating data for audits & performance metrics.
4. Collaborate with peers to develop long term strategies for optimized web properties as well as redundancy in support protocols for those properties. Serve as a secondary resource for other areas within CHAS Technology to ensure business continuity.
5. Ensure adherence & compliance with Security and Privacy Impact Assessment, Penn ISC Security, & Office of Audit, Compliance & Privacy best practices for privacy & security standards for student information. Regularly audits departmental data stores for sensitive data & secure access to such information. Ensure departmental documentation, change management, code review, and Penn security standards are followed.
6. As part of a team, provide mentorship for junior-level employees, interns, and student employees. Develop and present educational training and programs to CHAS community.
7.Participate in various campus-wide teams & pilots. Participate in the departmental planning / implementation of computing policies & related educational efforts including university-wide staff & student training.
8. Perform additional duties as assigned
Qualifications:
A Bachelor’s Degree and a minimum of 3 to 5 years of experience or equivalent combination of education and experience required.
A strong command of modern programming languages, user interfaces, integration methods, and development lifecycles required.
Solid understanding of object-oriented programming practices (multiple Object-Oriented Programming languages), middleware, modern web development practices and server-side scripting required.
Strong experience and understanding of RDBMS, MS-SQL and/or SQL Server tools and query writing required.
Understanding and command of ColdFusion preferred (if not, must have ability and desire to learn for supporting custom legacy applications).
Knowledge of HTML, HTML5, JavaScript, CSS, TSQL, and web-based programming required.
Knowledge of command line tools for server maintenance and development required.
Strong technical writing and instructional skills, excellent communication and customer service skills are required.
Maintaining a knowledge keeping up-to-date on emerging technology trends required.
Experience in designing, developing, deploying, and customizing in Drupal CMS sites or other CMS a plus.
Ability to maintain confidentiality of sensitive materials, work independently and as part of a team, and simultaneously manage multiple assignments of varying durations required.
Occasional evening and weekend hours.
