Under the general supervision of the Accounting Manager, the incumbent selected will be responsible for knowing Accounts Payable and Accounts Receivable processing procedures and related regulations, policies and procedures including, but not limited to, calculating correct payments to vendors including discounts, sales and use taxes, and determining when payments are 1099 reportable; matching incoming invoices and receiving reports against purchase orders; analyzing vendor payment files; as well as preparing documents and accurately coding and inputting them into a computerized accounting system; processing requests for billing, reviewing and following up on aging reports, analyzing customer accounts, collections processes, applying independent judgment to correct errors which may occur; and performing other related duties as assigned.
Incumbents in this classification have the training and experience required to independently perform most of the skilled work of the Accounting Technician Series. This is the journey-level of this series. Positions of this classification require a thorough knowledge and understanding of financial record-keeping methods and practices.

Major Duties of the job include:
General:
- Read, understand, apply and explain to others regulations, policies and procedures
- Review documents for completeness, accuracy and adherence to regulations, policies and procedures
- Verify your data entry and verify the data entry of other staff
- Run processes to complete transactions
- Prepare documents for imaging
- Create and maintain clear, comprehensive Business Process Guides
- Prepare journal entries
- Document issues in writing, including follow up
- Run reports and verify all transactions have been processed before closing period
- Respond to list serve inquires
- Communicate and coordinate assigned work with other departments and auxiliaries
- Cross train staff to perform work assigned to you
- Verify delegation of authority before processing transactions
- Verify chart field string is correct and appropriate before processing transactions
- Immediately report noncompliance with the University’s policies and procedures
- Participate in implementations, upgrades and testing
- Provide backup support and/or assume other work assignments, within Accounting Services, as assigned, during absences, periods of increased workload, or reassignment of duties to meet department needs
Accounts Payable:
- Follow up on outstanding payments that are nearing stale date and escheated payments
- Process void checks, stop payments and payment reissues
- Enter AP invoices directly into PeopleSoft Payables and/or process voucher uploads
- Apply sales/use tax to payments
- Identify and flag reportable payments and/or report payments to others
- Report petty cash and change fund activity
- Prepare or assist with Federal and State reportable payments reconciliation and filing
- Process payments and/or follow up on issues with parties within ten (10) working days of receipt and continue follow up until payment occurs
- Process, audit, monitor, reconcile and report on University credit card programs
- Audit pay cycles
Process Non-Student AR Invoices:
- Process AR invoices timely and accurately and/or follow up on issues with parties within ten (10) working days of receipt and continue to follow up until billing occurs. Document issues and follow up timely
- Run month end reports and verify all AR transactions have been processed before closing period
- Identify and report billings to others as required
- Apply payments and prepare documents as required to complete cash receipts process
- Respond to AR list serve requests and inquires
Past Due Receivables and Collections:
- Follow up on past due receivables
- Process dunning letters and send
- Prepare documents for writing off uncollectable accounts
- Process, prepare and submit FTB intercept documents / files necessary for the FTB intercept program
- Analyze and process allowance for doubtful accounts and write offs
- Create and maintain assigned task list and the person trained to back up the task
Other duties:
- Prepare IRS and FTB information returns
- Send notifications when required
Knowledge, Skills & Abilities
- General working knowledge of financial record-keeping, mathematical and general office methods, procedures, and practices; and basic knowledge of Generally Accepted Accounting Principles (GAAP).
- Ability to:
- Apply accounting procedures and practices to the analysis of basic accounting problems Analyze and interpret accounting data
- Apply problem solving techniques in finding solutions to basic accounting problems
- Use initiative and judgment in analyzing information and determining a course of action within the specifications of standard practice and established guidelines
- Make mathematical calculations, assign transaction codes, prepare invoices, billings and notices for processing and post information rapidly and accurately to vouchers, billings, journals, registers, and ledgers
- Compute and post numbers accurately and rapidly Identify, trace, and correct errors
- Understand, interpret and apply university policies and regulations
- Follow directions and work without direct verification or check
- Make sound decisions and recommendations regarding accounting activities
- Maintain files and records
- Establish and maintain effective working relationships with others
- Exercise tact, courtesy, alertness, and good judgment in responding to others
- Use current computer word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems, such as student accounting, cashiering and student financial aid
- Read and write English at a level appropriate to the position
Education and Experience
- Any equivalent combination of education and experience, which provides the required knowledge and abilities.
- Equivalent to three years of progressively responsible financial record-keeping experience, which has provided the above knowledge and abilities.
Preferred Skills
- Experience using PeopleSoft Financials or other computerized accounting systems
- Two or more years of college with an accounting emphasis
- California State University, higher education, or other government experience
- Proficient at using Microsoft Excel and Microsoft Word
