Financial & Administrative Officer III Job Number Full/Part Time Schedule Salary 201909196561 Full Time 8AM - 5PM $69,000 - $119,200 Position Information This position reports directly to the Chairperson of the Department of Computer Science and provides leadership in the management of financial, personnel,procurement and administration of the largest academic and research department in the college. The FAO directly supervises the work of the accounting, financial,payroll/personnel, instructional support and procurement activities and, on an indirect basis, the technical functions of the unit. Responsibilities include, financialmanagement of department operations; strategic and short-range planning, implementation and coordination; pre and post award administration of contracts,grants, gifts, sales and service operations; develop internal controls and ensure compliance with university policies. Incumbent is fully responsible for therecruitment, direction, evaluation, training and development, discipline, termination and monitoring of daily activities of the unit's administrative staff. Exercisesindependent judgment in solving day-to-day operational issues and provides recommendations to the chairperson concerning department resources, policies,procedures, controls and practices. Anticipates operational problems and develops effective solutions employing sound leadership and management principles. Minimum Requirements Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid skills to quickly evaluate complex issues and identify resolution.
Solid knowledge of common organization-specific and other computer application programs.
Solid organizational and customer service skills to effectively manage multiple priorities.
Demonstrated skills in employee supervision and HR administration.
Solid interpersonal skills including verbal and written communication, activelistening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Experience in budget development and management using on-line financial, payroll, personnel, and purchasing systems, as well as contract and grantadministration.
Excellent oral and interpersonal communication skills. Demonstrated ability to communicate and interact effectively with others in all types of situations. Excellent judgement in identifying and resolving operational conflicts and concerns.
Ability to develop policies and procedures to ensure accountability in all aspects of departmental administration.
Extensive knowledge of typical university policies, procedures, and common practices.
Ability to function independently and take responsibility for results; organize workload with close attention to detail; manage multiple tasks and timelines; and maintain strict confidentiality.
Experience with the administrative functions related to academic and staff personnel management. Experience in supervising administrative staff and coaching forbest performance.
Preferred Qualifications Knowledge of employment laws, union contracts, and UC personnel policies.

Ability to interpret complex and detailed contracts, proposals, terms and conditions, policies, etc., and communicate and disseminate the information in layman's terms to Principal Investigators (PIs), staff and others.

Knowledge of and experience with space and facilities management, including forecasting for future space requirements and securing agreement on space proposals.

Knowledge of relevant regulations and requirements to satisfactorily meet all government reporting requirements for financial activities, e.g., Generally Accepted Accounting Procedures (GAAP), Universal Guidance, etc., pertaining to the accountability and stewardship of university resources; knowledge of the implications of external regulations and laws, in addition to internal policies and procedures and the integration of regulations with programmatic needs.
