Assistant Director, HR Programs

 

Position Overview

The Assistant Director for HR Programs is both strategic and hands-on, leading and facilitating the planning and execution of multiple HR functions. This position directs the planning, coordination, tracking, monitoring, documenting, and reporting of the human capital project portfolio and leads efforts to ensure that effective communication and technology strategies are designed and implemented for internal and external customers. This is a key role in the development and implementation of HR initiatives and related change management. Supervises 1-10 direct reports and directly manages the HR Peoplesoft team, reporting and analytics, HR Communications, and HR Project Management. 

 

Project Management 

Leads the planning, implementation, and introduction of projects for new/improved enterprise-wide human capital programs. Coordinates project management activities such as analyzing user requirements, procedures, and needs to ensure compliant, on-time and on-budget project success. 

 

Communications

Among core responsibilities are to promote effective, streamlined, and coordinated communication to all constituents and across the department. The Assistant Director will implement comprehensive, cohesive, and effective communications strategies to promote OU as an employer of choice and to increase employee engagement with programs offered by the university. These communication strategies support the strategic and operational goals of Human Resources and the university across all three campuses. 

 

Reporting and Analytics  

The Assistant Director is responsible for building the HR reporting and analytics function. This role will develop, analyze and summarize data in a relevant, meaningful manner to drive business decisions, process improvements and support strategic initiatives. 

 

Technology  

Oversees the strategic roadmaps and implementations for HR-related technology including Peoplesoft, ePaf, Taleo, the OnPoint Learning Management System, and the HR website and web apps. Represents HR in enterprise-wide technology initiatives.

 

Job Duties

  1. Sets and meets realistic deadlines. Forecasts changes and communicates current and projected issues. 
  2. Understands HR and university missions and operations. 
  3. Identifies, develops, and initiates innovations and solutions where precedents and procedures may not exit. Works cross-functionally to solve problems and implement changes. 
  4. Analyzes decisions and actions for their support of the larger area's strategic direction. Works with senior management to resolve complex problems. 
  5. Collaborates with IT, other technical teams, and subject matter experts across the university.

 

Project Management 

  1. Manages the Human Resources project portfolio including portfolio analysis, risk analysis, planning, and documentation. 
  2. Supervises and implements project management activities such as project initiation, scoping, work, plans, risk assessments, cost estimates, execution, and completion.
  3. Guides the communication of project status, issues and successes to project team, stakeholders, sponsors, steering committee and all levels of management.
  4. Manages project teams consisting of executive staff, consultants, and professional staff.

 

Communications

  1. Conceptualizes and subsequently oversees the implementation of an integrated communications plan to advance the goals set forth by Human Resources. 
  2. Handles broad-based, often complex, communication for internal and/or external audiences. Creates a forum and format for ongoing open communication within a functional area or among departments. 
  3. Directs the creation of marketing, PR, web, and policy content including written material and graphic design collateral. Oversees the production of these assets by staff, third-party consultants, and contractors. 
  4. Advises Human Resources leadership on communication opportunities and directs the implementation of agreed upon communication plans.
  5. Ensure communication standards and expectations are shared and implemented across the department and encourage colleagues to engage in advanced planning and coordinated reviews of communications needs.
  6. Craft messaging and coordinate communications for Human Resources and related programs. Help shape distribution methods to most effectively deliver intended messaging.

 

Required Qualifications:

Education: Master's Degree or equivalent experience required, preferably in information systems, business administration, communications, human resources, or a related field AND:

  • 5 years business process analysis/project management with responsibility for HR project completion.
  • 3 years experience designing and deploying communications and digital marketing, managing website content, technical writing, and business writing. 

 

Skills:

  • Exceptional customer service skills.
  • Experience organizing or working with payroll or benefit processes.
  • Strong organizational and time management skills, effectively managing workflow.
  • Extremely detail-oriented, with strong interpersonal and communication skills. 
  • 3 years experience with technology deployment, end user adoption, and functional user training.
  • Duties require critical judgment and high level of initiative.

 

Advertised Physical Requirements:

  • Must be able to engage repetitive motions and communicate effectively.

 

Preferred Qualifications:

  • Knowledge or experience with multiple human resources domain areas.
  • Knowledge or experience with deploying and developing web-based technologies, on-demand training technologies, and digital marketing technologies.
  • Professional in Human Resources Certification.
  • Project Management Professional Certification.
  • Professional in Business Analytics Certification.
