Requirements

The Proposal Specialist provides pre-award support for the Center for Global Health Practice and Impact (CGHPI) in all aspects of proposal development, application, submission and pre-award ”Just-In_time” requirements. A major focus of the position is the preparation of proposal submissions for federal and non-federal funding mechanisms. The incumbent is responsible for pre-award activities, such as identifying, organizing, facilitating, and developing new, resubmission, and competitive renewal research proposals for all grants, cooperative agreements and contracts. S/he also coordinates and initiates outgoing sub-award agreements for the faculty in the CGHPI. Directly reporting to the Deputy Director of Research Development Services (RDS), the Proposal Specialist has additional duties that include but are not limited to:
  • Provides a grammatical review of science and other narrative sections, with advance notice and upon request.
  • Assists with other administrative sections, such as Facilities & Resources description, multi- investigator plan, consortium / contractual arrangements, and other sections as needed.
  • Updates and maintains the biographical sketches and other support for the investigators within their portfolio.
  • Tracks pending applications and assists PIs with response to Just-In-Time requests, updating other support for all key personnel, when requested and during JIT.
  • Collects and keeps on file human subject training, financial conflict of interest certifications, IRB and/or IACUC approval letters, as needed.
  • Enters and tracks requests into GU-Pass to optimize RDS and OSR workflow management, working one-on-one with PIs and staff to complete GU-Pass submission and finalize application to meet internal deadlines.
  • Prepares and submits the completed grant applications to the RDS Deputy Director for review and submission.
  • Assists with identifying and then communicating funding opportunities to the faculty within their assigned portfolio.
  • Obtains RFA / Program Announcement / RFP / other solicitations, and highlights the terms, conditions, application guidelines, eligibility, and format to ensure that application addresses all items listed.
  • Develops the budget and justification, creating application budget(s) by calculating personnel salaries, effort and fringe, and capturing all costs (personnel and non-personnel), including F&A costs and fully describing all costs in the justification.
  • Works with subcontract institutions and/or independent consultants to obtain required documents, which includes the signed letter of intent, detailed budget and justification, statement of work, and sub-institution's F&A agreement.
  • Completes and submits all administrative sections (abstract, budget, budget justification) to OSR at least 10 business days prior to the sponsor's deadline, submitting budget revisions, if required.
  • Identifies and seeks approval from the Chief Business Officer for any cost share requests.
  • Coordinates the non-competing renewal application (progress report) and continuing applications, and submits the applications to OSR.
  • Coordinates the routing of outgoing sub-award requests, including entering the request into GU-Pass, routinely communicates back to the PI on the status of the sub-award, and follows up with OSR and the sub-institution to ensure timely execution of the agreement.
  • Assists PIs with setup and management of electronic biosketches, providing excellent customer service in a demanding, deadline-driven environment.


Requirements and Qualifications
  • Bachelor's Degree
  • At least 3-5 years of experience in proposal development required (or equivalent combination of education and experience); International and global experience, especially in research and grants administration would be helpful
  • Expertise in electronic grants submissions through Grants.gov and other electronic portals
  • Proficient with software products including Excel, Adobe Acrobat and MSWord
  • Experience with NIH funding mechanisms, including R01, P01, P30, T32 and other federal agencies, e.g. CDC, WHO, USAID
  • Preferable to have knowledge, experience, and expertise in working on proposals with a global and/or international focus
  • Excellent verbal and written communication skills, organizational skills, and ability to function in a fast-paced academic setting
  • Experience with international research projects
  • Flexible and adaptable to accommodate ongoing changes to internal and external policies
  • Able to work quickly and effectively under pressure and exercise creative problem-solving to address challenges in a deadline-driven environment
  • Certified Research Administration (CRA) or Certified Pre-Award Research Administration (CPRA) encouraged
