Salary:

Anticipated Hiring Salary Range: $6,666 - $7,083 per month

The salary is competitive and is negotiable depending on the strength of qualifications. This is a CSU Management Personnel Plan (MPP) position with an attractive benefits package which includes but is not limited to: a vacation accrual rate of 16 hours per month; 12+ paid holidays; excellent choice of medical, dental and vision insurance, long term disability coverage, life insurance; and retirement benefits.

Overview:

The Financial Aid and Scholarships Office at Fresno State awards over $250 million annually to students. Under the supervision of the Director of Financial Aid and Scholarships, the Associate Director is a member of both the Financial Aid and Scholarships and Enrollment Management leadership teams. They have the primary responsibility for providing leadership and oversight for staff to support verification, student eligibility and awarding financial aid that assures compliance with federal and state regulations. The position provides strategic direction and guidance in promoting a culture of service and directs process improvement initiatives to drive excellence in the delivery of services to students, the office and the University. This position requires a high commitment to and compliance with federal, state, campus and CSU System regulatory and statutory policies, procedures and programs.

This is a full-time management (MPP) position where times of more than a 40-hour work week will be expected. MPP employees serve at the pleasure of the University President. This position is designated as a security-sensitive position and must successfully complete a background check. The person holding this position is considered a mandated reporter and is required to comply with the requirements as a condition of employment.

Position Summary:

	
  • Supervise and direct the work of the financial aid processing team and assist the Director in general oversight and management of the department.
  • 	
  • Represent the Director in his/her absence or as requested by:	
      		
    • Responding to questions from other offices, on and off campus
    • 		
    • Participate in the Directors Teleconference with the Office of the Chancellor
    • 		
    • Represent the director at meetings, staff meetings, and committees; including managing the office in the absence of the director.

  • 	
  • Work collaboratively with the entire financial aid office to ensure effective and efficient coordination, planning and monitoring of workflow and workload for financial aid eligibility and awarding activities
  • 	
  • Research federal and state regulations in response to operational need, inquiries or implementation of new regulations.
  • 	
  • Provide leadership and direction for a student centered service model, emphasizing service to students in the delivery and processing of financial aid programs.
  • 	
  • Provide leadership and management support to the financial aid team through medium and long range planning, developing office policy and procedures, facilitating staff development, mentoring team members and supervising staff.
  • 	
  • Revise and update policies and procedures to ensure compliance with federal and state regulatory changes.
  • 	
  • Collaborate and communicate with other department leads to coordinate processing of aid, resolve issues and ensure consistent information to students.
  • 	
  • Work with campus departments when needed to resolve issues and coordinate the processing of student aid.
  • 	
  • Provide training, guidance and support in developing and maintaining knowledge and skills needed to effectively deliver programs and services.
  • 	
  • Implement staff training plans to increase functional knowledge to improve support and program efficiency
  • 	
  • Develop expectations and organizational roles/responsibilities to assure the work is done effectively and efficiently.
  • 	
  • Assist leads and staff with complex financial aid questions.
  • 	
  • Prepare reports and data analysis on financial aid application and awards for the AVP for Enrollment and the Director to evaluate departmental goals and strategies.
  • 	
  • Evaluate business processes, make recommendations, and provide new solutions to increase efficiencies for the office.
  • 	
  • Meet and interact with students/parents to communicate financial aid programs, policies and procedures; counsel parents and students; evaluate and respond to concerns from students, parents, faculty, staff and administration.
  • 	
  • Conduct periodic performance evaluations.
  • Qualifications:

    Required Qualifications (Education, Experience, Knowledge, Skills, and Abilities):

    	Baccalaureate degree from a regionally accredited college or university	Minimum of five (5) years of progressively responsible experience in financial aid administration	Minimum of two (2) years of supervisory experience	
  • Comprehensive knowledge of financial aid administration requirement of federal, state and campus funds
  • 	
  • In depth knowledge of federal and state financial aid regulations
  • 	
  • Thorough knowledge of financial aid technology in a higher education setting
  • 	
  • Thorough knowledge of computer software, word-processing, PowerPoint, excel, and database
  • 	
  • Thorough knowledge of effective supervisory principals, practices, and techniques
  • 	
  • Thorough knowledge of effective work policies, practices, and procedures
  • 	
  • Excellent verbal and written communication skills with experience in making formal and informal presentation
  • 	
  • Ability to:	
      		
    • Supervise and direct the work of financial aid staff; provide training and conduct periodic performance evaluations
    • 		
    • Apply effective problem-solving skills, demonstrating sound judgment, creativity and flexibility
    • 		
    • Work effectively in a team-based environment with flexibility to adjust priorities quickly
    • 		
    • Analyze and interpret policies and procedures and apply them for appropriate course of action
    •

    • Research and analyze data and prepare justifications and recommendations.
