The College of Natural Resources (CNR) at North Carolina State University is a world leader in the sustainable use of natural resources. The Department of Parks, Recreation, and Tourism Management (PRTM) is a multi-disciplinary department that addresses critical research questions related to human dimensions of natural and built environments, livable communities, youth development and physical activity, and sustainable tourism and economic development of rural and urban areas.

The mission of PRTM is to advance and disseminate scholarship concerning management and use of natural and cultural resources for recreation, tourism, and sport through research, teaching, and public engagement. Essential Job Duties

The Office Manager administers all financial, human resources, and faculty affairs functions for the Department of Parks, Recreation, and Tourism Management (PRTM). This position works collaboratively with the PRTM Department Head and College of Natural Resources Business Office.

This position is responsible for preparing financial and human resource (HR) reports, analyzing and interpreting accounting records, reconciling accounts, developing and implementing control systems and budgets, and cost determination and distribution. This position manages funding from multiple sources, including state appropriated and federal funds, extension funds, state research funds, foundations, etc.

Position duties include, but are not limited to:

Financial Responsibilities

  • Manage and monitor more than 100 department accounts including state, foundations, and endowment fund account; manage departmental student fees accounts and clearing.
  • Ensuring accuracy and compliance of expenditures in accordance with state and federal guidelines. Tasks include compiling and auditing data, reviewing and approving financial transactions within the department, and managing the workflow of financial transactions
  • Developing and implementing budget strategies for the department to manage expenditures; work collaboratively with the College business office to manage closeout at the end of the fiscal year.
  • Prepare reports, disseminates and interprets financial reports for the Department Head and other department administrators as needed.
  • Serve as the financial, human resources, and business management point of contact for faculty, staff, and students within the PRTM Department
  • Managing requisitions, contracts, vouchers, IDT’s, procurement, and Reporter
  • Keeps abreast of University spending guidelines and uses knowledge, technical expertise, and analytical skills to accurately monitor financial transactions and advise accounting personnel on policies, procedures, and allowable expenses.
  • Oversees daily processing for expenditures and uses reports to reconcile transactions for PRTM projects. Analyzes monthly reconciliation reports for compliance to State and Federal regulations.
  • Serve as the departmental travel coordinator, approving and reconciling all travel requests and reimbursements.
  • Serve as the departmental purchasing agent.

Human Resources

  • Serve as Wolf Time Leave Coordinator for monthly employees.
  • Serve as primary HR Administrator for PRTM hires (This includes hiring SHRA, EHRA, Post Doc, Work Study, and Temporary Staff).
  • Serve as the lead for processing summer salary and supplemental compensation requests.
  • Oversee and process employment actions (position creation, position modification, advertisement, selection, hiring, onboarding, etc.).
  • Serve as the lead timekeeper for PRTM Temporary Staff
  • Coordinate all employee searches for PRTM

Faculty Affairs

  • Coordinate the Reappointment, Promotion, and Tenure process for PTRM
  • Coordinate the Post Tenure Review process for PTRM
  • Ensure timely processing of Statements of Faculty Responsibilities
  • Work collaboratively with College Faculty Affairs Officer, responding to all requests.
Other Work/Responsibilities
  • Identify access needed for departmental employees and requests as needed
  • Special projects and duties assigned by the department head
Minimum Experience/Education

Bachelor’s degree in business administration or a related discipline; or an equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.

Departmental Required Skills
  • Demonstrated communication skills, both oral and written.
  • Strong interpersonal skills, with the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to gather and compile data, prepare reports, and develop and implement multiple operating budgets.
  • Familiarity with human resources concepts, practices, policies, and procedures as they apply in a Business Office setting.
  • Ability to independently interpret and apply a thorough knowledge of generally accepted accounting principles and application to cost, governmental accounting, and non-governmental accounting.
  • Experience with financial and travel management systems, such as PeopleSoft or similar software required.
  • Experience with Human Resources systems, such as PeopleAdmin or similar software required.
  • Must have experience with accounts payable, travel, and vendor maintenance .
  • Experience with Google Mail, Calendar, and other Google Applications or similar software.
  • Strong interpersonal, computer, and organizational skills.
  • Strong writing and oral communication skills with a focus on providing excellent customer service.
  • Ability to work cooperatively with others.
  • A high degree of discretion in dealing with sensitive information.
Preferred Experience, Skills, Training/Education
  • Bachelor’s degree is preferred
  • At least four years of experience in a financial and/or human resources capacity in higher education
  • Demonstrated advanced-level knowledge of Microsoft Excel
