Finance and Administrative Officer for Neurosciences Job Number Full/Part Time Schedule Salary 201909126346 Full Time 8AM - 5PM Commensurate with Experience Position Information The School of Medicine (SOM) is seeking an experienced Finance and Administrative Officer (FAO) for the Neurosciences units, which include Psychiatry, Pain Management, Neurosurgery and Neurology. This Neurosciences cluster has approximately 13.5 clinical faculty FTE, and 27 Resident FTE that are supported under the Graduate Medical Education (GME) program. The FAO is responsible for financial, administrative, operational, managerial, human resources, academic affairs and short and long range planning issues. In partnership with the Department Chair and Associate Dean/Chief Financial and Administrative Officer, the FAO is responsible for developing short and long-range planning of administrative and financial goals and objectives; coordinates and carries out strategic support initiatives; serves in an advisory capacity to the Department Chair on all matters related to the department's operations, taking initiative to develop administrative policy as required; serves as the main point of contact with the departments for non-medical issues and serves as a liaison with other departments as well as other campus offices and organizations; ensures that all University policies and procedures are strictly followed and enforced for all sources of revenue to the departments, and maintains accurate and comprehensive records related to all accounting and financial transactions performed by the department. S/he will also be responsible for administering a $15M Psychiatry Multi-Year State Grant, in addition to the operating budgets for the units. Serves as financial advisor to the department Chair, responsible for managing the unit¿s operating budget, monitoring and/o or participating in the development and implementation of Professional Service Agreements (PSA) and Provider-specific Profit and Loss (P&L) Statements; helps initiate the contracting process in partnership with the SOM Central Contracts unit, and manages the annual Faculty Appointments Renewal process. This position has significant responsibility in organizing work to achieve broadly stated goals for the department, programs, and lines of business. Experience Experience Requirement Experience in conducting and/or leading effective meetings and presentations to a leadership team Required Previous experience with HIPAA Compliance. Required Previous experience navigating in a large, complex organization with an understanding of the big picture; how the parts fit together and how to get the information necessary to resolve problems and trouble shoot. Required 6 - 10 years of related experience. Required Previous experience with UC accounting, payroll and purchasing processes, procedures and systems. Preferred Experience with financial management including budget and report preparation, analysis and forecasting across multiple funding sources from affiliation agreements, federal, state general and contract funds, grants, gifts, endowments, education and professional fee revenue. Minimum Requirements Solid knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Solid organizational and customer service skills to effectively manage multiple priorities.
Demonstrated skills in employee supervision and HR administration.
Solid skills to quickly evaluate complex issues and identify resolution.
Solid knowledge of the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management within labor contract(s) and personnel policy.
Solid knowledge of common organization-specific and other computer application programs.
Solid interpersonal skills including verbal and written communication, activelistening, critical thinking, persuasiveness, advising, and counseling to effectively motivate others.
