Overview

The Associate Director of Engineering and Utilities reports directly to the Associate Vice President for Facilities Management (AVP), and is a key member of the Facilities Management (FM) leadership team. The Associate Director (AD) provides leadership and administrative oversight for functional areas related to the Central Utility Plant (Boiler & Chiller), Utilities Operations, Energy Management, Controls System Monitoring, and Building HVAC Systems. The AD will oversee performance of staff, conduct performance evaluations, provide guidance, and assist Central Plant operations.

The AD serves as the campus Chief Engineer and I conjunction with the AD of Facilities Operations, provides direction in the maintenance, repair and operations of Campus buildings; manages the delivery utilities (mechanical: heating-hot water, chilled water, domestic potable hot water, compressed air, vacuum; electrical; plumbing; natural gas; domestic potable cold water, deionized water, sanitary sewer, and storm sewer to/from buildings. Provides direction on utilities planning, budgets, and distribution changes. Provides information on utilities system capacities, loads and routes to expand in order to meet campus growth. Initiates work scopes for replacement, upgrading or expansion of plant, utility distribution systems, and building systems to maintain service reliability and meet planned growth needs. This position will also be liaison with representatives in the Auxiliary Enterprises in regards to Campus Planning, Capital Projects and Sustainability.

The position provides leadership for and initiates a variety of sustainable methods as they relate to solid waste and recycling, energy use and management, water conservation, wastewater, building construction, irrigation, vehicles, and fuels. The AD will oversee and develop methods and means to fund sustainable projects via state funds, grants, loans, and utility incentives. The physical plant consists of approximately 3.1 million square feet of building space on a 388-acre campus core site. Other duties as assigned.

Position Summary

Major duties of the job include:

1. Structuring Work

  • Manages building maintenance; repair; operations; energy management and conservation.
  • Assists with the development of short range and long range comprehensive facilities management projects and programs for all facilities, structures, HVAC systems, and equipment.
  • Develops, communicates and manages planned maintenance programs to ensure that University facilities are prepared to meet growing, changing and progressing operational needs, to ensure facilities meet or exceed applicable life-safety code requirements, and to ensure the continuous operation of key/critical equipment and systems.
  • Promotes, develops and executes strategic facilities programs and processes to address capital renewal, and deferred maintenance needs, which interface with and support the academic, student services and major capital programs.

2. Managing Talent

  • Leads and directs trades, supervisors and their respective work teams, in the successful performance of Unit functions/responsibilities and the achievement of strategic successes.
  • Collaborates with appropriate administrators regarding personnel matters including; employee recruitment, retention, performance management (organizational and individual), labor and employee relations, training and development and including the interpretation and application of collective bargaining provisions and how they may impact department work practices and rules.
  • Develops personnel management and professional development plans, proposes and enforces disciplinary actions and develops and implements effective staffing strategies to attract, develop, grow and retain a competent, effective, efficient, multi-cultural and diverse workforce that is representative of the University’s core values.

3. Inspiring Performance

  • Promotes, ensures and enforces applicable industry professional responsibilities and ethical standards.
  • Helps ensure that the Department provides superior service to the University community.
  • Inspires the professional, technical and other service staff within the unit, including developing and managing their talents and competencies, appropriately balancing and structuring work, organizational development and building effective teams.
  • Establish goals, priorities and objectives for the unit and ensure the delivery of the services required by the campus.
  • Plans, organizes and executes emergency management/business continuity strategies as appropriate to support the 24/7 operational needs of the University and for the preservation and protection of life, health, property and strategic goal achievement.
  • Develops Key Performance Indicator (KPI) matrices to track departmental performance goals.

4. Resource Management and Compliance

  • Ensures and promotes efficient, effective and disciplined financial management and control, operational planning, preparation, performance and oversight for all unit functions/operations and strategic planning and development including fiscal responsibility and accountability for an annual Central Plant operation, maintenance repair and utility budget.
  • There are numerous gas and electric utility accounts that total $6,000,000 annually. Ensuring that each account is on the “best available” rate schedule requires detailed usage analysis, tariff interpretations, and evaluation of current and future energy market conditions. Proposes and manages functionally applicable contracts and contractors. Works closely with contractors, manufactures and vendors to assure that deliverables are with scope and budget and meet user needs. Provide the leadership to make Fresno State the premier alternate fuel vehicle university in California. This includes grant writing, bid solicitation and relationships with the Air Resources Board and local air pollution control districts.Provide guidance in energy (natural gas & electric) suppliers to minimize expenditures and to maximize reliability and stability.Evaluation of new technologies which have the potential to reduce energy consumption, increase productivity, increase campus esthetics, increase public safety, or increase individual comfort.
  • Promotes understanding and ensures compliance with Federal, State, CSU, University and division policies, regulatory and statutory requirements, industry best practices and loss control/injury and illness prevention solutions.
  • Stays current of, and ensures systems and equipment meet regulatory requirements and appropriate licenses are current (e.g. boiler emissions, swimming pool water quality, elevator inspections).Perform job duties in a safe manner and follow Department safety policies and procedures.
5. Facilitating Change

  • Partners with University administrators in the development, execution and on-going review of strategic business initiatives and plans.
  • Defines and performs complex economic analysis and modeling to evaluate life-cycle cost, payback, purchase-lease alternatives, etc., as a basis for making operational business decisions and to review, define, enhance and execute cost-center/cost allocation models
  • Leads in the sustainable operation, maintenance and management of all University facilities and infrastructure, including implementation of initiatives to reduce resource consumption and make Fresno State a model of sustainable best practices.
  • Collaborates with, supports and promotes the University’s comprehensive waste management, recycling and composting programs that reduce, reuse and recycle waste.

6. Supervisory and Management Responsibilities

    Coordinate assigned shops’ activities with other units with the Department, with outside contractors, vendors and with other Campus departments.Performs all personnel-related activities for the assigned shops; including hiring, time keeping, personnel evaluations, development and progressive discipline.
  • Ensure that work orders are completed in an accurate and timely manner.
  • Ensure that staff is provided with appropriate and required work safety training, personal protection equipment and training in its use.
  • Responds to emergencies and determines corrective actions using available resources.
  • Orders supplies and replacement parts used in the Central Plant and University buildings as required.Ensures staff stays current in required certifications and licenses.Prepare budgets, project reports and correspondence.
  • Review plans for new University building mechanical items; collaborate in discussion with contractors, engineers, and architects regarding mechanical features of proposed buildings and planned expansion of Central Plant facilities. Attends construction meetings.
  • Maintain regular attendance.Act as Department liaison to university community, contractors, regulatory agencies and vendors.Participates in university task forces as requiredPerforms other duties and special projects as assigned

Qualifications

Minimum Requirements: Knowledge, Skills, and Abilities:

  • Thorough knowledge of principles and practices of facilty maintenance including HVAC, tenant improvement projects, methods, materials, tools and equipment used in building maintenance.
  • Excellent customer service and public relations skills.
  • Leadership and management skills to lead project committees and manage large and complex professional teams
  • In the promotion and consistent use of administrative and supervisory skills to optimize program outcomes and manage represented staff under collective bargaining agreements
  • Ability to: learn, interpret and apply a wide variety of Federal, State, and University regulations, policies and procedures independently, and use judgment and discretion to act when precedents do not exist.
  • In written, oral and digital communications to effectively communicate to all levels, and across organizational lines, of a large organization.

Education and Experience:

  • Bachelor’s degree in Facilities Management, Engineering, or Business Administration.
  • A minimum of 7 to 10 years progressively responsible and successful leadership and management of complex facility operations with responsibility for facilities management, related projects and /or teams, energy management and conservation, personnel management, professional development and training, industrial safety programs and function-specific financial management.

Specialized Skills: Specialized Skills are required for candidates to be considered for the position.

  • In defining, constructing and performing complex economic analysis and modeling to evaluate life-cycle cost, payback purchase-lease alternatives, etc., as a basis for making operational business decisions.
  • In developing and writing Request for Proposals (RFPs), service contract requirements and specifications, and performance and service contract specifications.
  • In the identification, development and deployment of safety programs and accident prevention strategies as applicable to large facilities and/or organizations, industrial/institutional maintenance repair and renovation operations, and with consideration to Cal-OSHA Industrial Safety Orders.

Preferred Skills:

    Master’s degree from an accredited college or university in Engineering, or a closely related field.Knowledge of Cal-OSHA, Injury Illness Prevention Programs, National Electric Code, and California Building Codes.Direct experience in the facilities management at a higher education institution
