The position is responsible for planning, organizing, managing and directing police, safety, security and risk management programs in accordance with all applicable federal, state and local laws and regulations at Middle Georgia State's five campuses and all instructional sites.

MAJOR DUTIES:

• Serves as the chief law enforcement officer of the agency; plans, coordinates, and directs the activities of a full-function Police Department and the Office of Risk Management.

• Coordinates the implementation of community policing strategies.

• Enforces and oversees enforcement of applicable laws on all university campuses; identifies violators, issues warnings and citations, initiates student disciplinary proceedings and/or makes arrests as warranted; coordinates with external law enforcement agencies regarding responsibilities and responses.

• Serves as a liaison for the Police Department with other University departments, divisions, and outside agencies including local police and fire departments and University System of Georgia; negotiates and resolves significant and controversial issues working collaboratively with cabinet level management. Works closely with University departments and student groups to assure security and safety of campus and public activities.

• Manages and participates in the development and implementation of goals, objectives, policies, and priorities, and priorities for safety and security functions and programs; recommends appropriate service and staffing levels.

• Directs the preparation of required crime incident reports.

• Responds to major incidents and ensures that the Incident Commander follows Incident Command System protocols; assumes the role of Incident Commander as needed.

• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline and termination procedures.

• Continuously monitors, reviews and evaluates the efficiency and effectiveness of service delivery methods, procedures and results; assesses and monitors work load, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; implements improvements as needed.

• Responds to and resolves difficult and sensitive student, parent, and citizen inquires and complaints.

• Develops and manages the department’s annual budget; researches, seeks and manages grant funds; oversees purchase card and check purchases; plans for and reviews specifications and needs for additional personnel and equipment.

• Develops and maintains lines of communication and cooperation with peers in surrounding local, state, and federal agencies; coordinates joint operations.

• Oversees parking enforcement operations.

• Provides oversight for airport security operations.

• Develops, implements and drills threat mitigation emergency preparedness strategies, including conducting campus wide emergency safety drills on a consistent and regular basis (including with outside first responder agencies).

• Oversees and directs any security contracts and related personnel.

• Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

• Knowledge of modern law enforcement principles and practices.

• Knowledge of community policing principles.

• Knowledge of emergency preparedness, response and recovery principles.

• Knowledge of public safety principles as related to college campuses.

• Knowledge of budget development and management principles.

SUPERVISORY CONTROLS: The Executive Vice President for Finance & Operations assigns work in terms of department goals and objectives. The supervisor reviews work through reports and observation.

GUIDELINES: Guidelines include the Official Code of Georgia, Annotated, department standard operating procedures, the Board of Regents Policy Manual, and the University’s various Handbooks and policies, (Employee Handbook, Student Handbook, parking policies, tobacco policy, Emergency Operations Plan Business Continuity Plan), Georgia Crime Information Center guidelines, Department of Justice guidelines, Georgia Police Officer Standards and Training Council regulations, state crime lab rules, and rules of the District Attorney’s Office. These guidelines require judgment, selection and interpretation in application. This position develops department guidelines.

COMPLEXITY/SCOPE OF WORK:

• The work consists of varied management, supervisory, law enforcement, communication, and emergency response duties. The necessity of responding to a variety of circumstances combined with strict state and federal guidelines contributes to the complexity of the position.

• The purpose of this position is to direct the university’s public safety operations and all police precincts. Success in this position contributes to the safety of the campus community and to the enforcement of federal and state laws as well as college rules and regulations.

CONTACTS:

• Contacts are typically with co-workers, subordinates, other university employees, students, parents, members of the news media, elected and appointed officials, representatives of other law enforcement agencies, representatives of other emergency response agencies, and members of the general public.

• Contacts are typically to provide services; to give or exchange information; to resolve problems; to motivate or influence persons; or to justify, defend or negotiate matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT:

• The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, driving, stooping, walking, bending or crouching. The employee frequently lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

• The work is typically performed in buildings, and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, and hazardous or dangerous situations. Work requires the use of protective devices such as masks, goggles, gloves, etc. as well as other specialized law enforcement equipment.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position directs a department with supervision of over 35+ sworn officers, 6 communications staff, 1 Risk Management Director, and multiple student workers.

MINIMUM QUALIFICATIONS:

• Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in a course of study related to the occupational field.

• Ten years of increasingly responsible law enforcement experience AND five years of administrative and supervisory responsibility at the command level (Lieutenant or above).

• Must be eligible for the Peace Basic Law Enforcement (PBLE) Certification by the Georgia Peace Officer Standards and Training Council, or be able to attain this certification within one year of employment.

• Successfully complete all aspects of a Criminal Background Investigation to include Physical examination, Psychological Examination, Driver’s License History Check and Credit Check.

• Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated within thirty (30) days of hire.

• Proven ability to develop, implement and communicate complex safety and security plans and interventions.

• Successful track record of providing broad leadership, including planning, organizing, supervising, establishing goals and objectives; developing and evaluating policies, statutes, trainings and workshops, as well as the possession of extensive knowledge of the statutory provisions that govern law enforcement operations.

• Demonstrated experience working effectively with a diverse constituency.

PREFERRED QUALIFICATIONS:

• Experience leading a public safety agency in a College or University setting and knowledge of Clery Act and Title IX compliance.

• Master’s degree from an accredited college or university in a course of study related to the occupational field.

SALARY: Pay grade 25.
