Under general supervision, administers the employee benefits programs with regard to enrollment, claims processing, premium collections, and other requirements for medical, life and other benefits plans offered to University employees and retirees.

Essential Duties Summary

Interfaces with ERS personnel and representatives from provider insurer companies on a variety of benefits matters. Counsels employees on benefits, including retirement options, group insurance and leaves of absence. Interprets and advises employees on policies as well as state and federal laws. Prepares benefits newsletters, summary booklets, retirement handbooks and other articles for publication. Serves as the University’s Wellness Coordinator and leads the University’s wellness program. Processes applications for family and medical leave, worker’s comp, and sick leave pool; reviews supporting documents, approves applications and sets up records; advises administrators on policies and state regulations. Processes leaves of absence without pay and administers the insurance which includes submission to ERS, and processing of disability insurance and supplemental forms. Processes service retirements and assists employees with the completion of application and submittal of forms to Human Resources Information System (HRIS) and Employees Retirement System (ERS). Oversees the preparation of disability applications for short-term, long-term and TRS; provides company with all required documents and completes agency coordinator statements; coordinates with Family Medical Leave, sick pool or other leave benefits. Processes all death claims. Calculates leave dates; submits notices to HRIS and departments regarding any transferable sick and vacation hours to be reinstated to employee record via HRIS; assists beneficiary with claimant’s statement. Conducts new employee Benefits orientation; sets up Flex accounts and reconciles accounts with ERS. Processes benefit enrollment for new employees, as well as benefit changes during open enrollment. Coordinates with the State of Texas Coordinating Board and prepares. Maximum Exclusion Allowances, (MEA’s), for those employees who contribute to tax deferred annuity programs. Performs other job-related duties as assigned.

Must have the ability to use personal computers and Microsoft Office software such as Word, Excel, Power Point and Access. Also requires the ability to use Banner employee database, PeopleAdmin, and other Human Resources related software.

Work Experience

Requires three to five years of related experience.

Lead worker over others in similar jobs and/or provide work leadership and direction for students and/or employees.

Work Complexity/Budget Authority

Tasks are multiple and focus more on single processes. Work is sometimes standardized and sometimes varied. No responsibility for budget, revenues and expenditure authority.

Performs duties within scope of general University policies, procedures and objectives. Analyzes problems and performs needs assessments. Uses judgment in adapting broad guidelines to achieve desired result. Regular exercise of independent judgment within accepted practices. Makes recommendations that affect policies, procedures and practices. Refers exceptions to policy and procedures to the supervisor.

Personal/Organizational Contacts

Regular and substantial contact with others. Contacts usually involve discussions related to policies and programs and may include proposal or grant writing, negotiation with vendors, solicitation of financial donations for the University, and the like. Handles sensitive, complex, and/or confidential information.

Customer Service Relationships

Assesses and diffuses problem situations and requires influencing others to reach consensus. Requires tact and diplomacy to handle difficult customer situations. Requires advanced interpersonal and communication skills to establish and maintain internal and external customer relationships. Explores alternatives and creative solutions to meeting the needs of the customer.

Working/Environmental Conditions

Work is performed within routine office environment with no exposure to hazardous or unpleasant conditions. Physical demands are usually limited to sitting or standing in one location much of the time. Some stooping, lifting or carrying objects of light weight may be required.
