DescriptionJob Purpose: Lead the Georgia Tech 911/Campus Operations Center including themanagement of all associated public safety systems, 911 Operations Centerstaff, and provide strategic planning and guidance to Georgia Tech PoliceCommand Staff with regard to communications support and systems integration.Specifically, the Emergency Communications Manager is responsible for managingthe operations of the Computer Aided Dispatch (CAD) system, Records ManagementSystem (RMS), 911 System, Radio System, and other associated systems asdirected. Additionally, the Emergency Communications Manager serves as the GCICTerminal Agency Coordinator (TAC) for the department and is responsible formanaging the training requirements, validations, and certifications required byGCIC. The Emergency Communications Manager is responsible for ensuring aquality assurance and training program are established and maintained for the911 Operations Center. Responsible for setting employee goals, assessingemployee performance and providing feedback, and making pay recommendations.

 Major Responsibilities:
  • Direct the operation of the 911/Campus Operations Center. Develop short term/long term goals and objectives. Implement policies and procedures.
  • Establish and manage the scheduling of personnel to meet the needs of the Institute and Police Department. Establish and maintain methods for call taking and dispatching evaluation and quality control.
  • Regularly coordinate with GTPD Patrol and Special Events on any specific plans of action, special event planning or other requests for irregular operations.
  • Regularly conduct drills and exercises in coordination with Emergency Management staff to ensure personnel are prepared for a variety of situations.
  • Manage institutional trunked 800 MHz radio system, computer aided dispatch (CAD) system, the 911 PSAP system, and manage the use of GTPD video surveillance system within the 911 Communications Center.
  • Coordinate with GTPD staff on the integration of new and existing technology within the 911 Communications Center. Coordinate with department, campus and vendor resources for system support.
  • Conduct monthly reporting and analysis for all systems including calls for service, call taking statistics, and other metrics that quantify the workload of the department.
  • Responsible for staff development and training, performance management, and employee relations.
  • Perform other related duties as assigned.
  • Basic Qualifications:
  • Education: Bachelor's degree or equivalent combination of education and experience
  • Work Experience: Six to eight years job related experience
  • Certifications: Georgia Police Officer Standards & Training (POST) Communications Officer Certification, GCIC Terminal Agency Coordinator (TAC), Communications Training Officer (CTO)
  • Skills: Must have experience managing the systems and staff of a 911 emergency communications center, including management of a computer aided dispatch (CAD) system, records management system, 911 PSAP system, and 800 MHz trunked radio system. Lead the strategic integration and development of new public safety systems and technology. Make purchase recommendations to senior leadership on public safety technology. Experience managing and coordinating the GCIC (or similar) entries and returns for a police department.

  • Additional Information: The Emergency Communications Assistant Manager is responsible formanaging the center in the 24-hour operation.

     Impact & Influence: This position will interact on a consistent basis with: PoliceCommand Staff, police personnel, building personnel, various campus units,first responders and specialized units. This position typically will advise andcounsel: Police Command Staff and police personnel. This position willsupervise: emergency communications staff.
