DESCRIPTION

Under the direction of the Emergency Manager, the EHS Specialist 3 develops and implements campus-wide emergency management programs that include independent responsibility for the Campus Emergency Response Team (CERT) and UCSD emergency containers along with participation in the AED/CPR program and university emergency management website content development. This position also develops, implements, coordinates and conducts a campus-wide Behavioral Threat Assessment and Management Team (BTAMT) training program. Each of these areas of responsibility requires creation and maintenance of detailed programs that establish the policies and procedures UCSD employees and students must follow to maintain compliance with external regulations.

This position provides technical advice to the Emergency Management and Business Continuity Team that is continually evaluating new methods and technologies in the field of emergency management and business continuity. This position works closely with the Emergency Manager, EHS department staff, and numerous outside emergency response/emergency management agencies. This position also acts as a subject-matter expert on emergency management and business continuity to university students, staff, and faculty during emergency management outreach activities. The Emergency Management EHS Specialist 3 helps ensure the Emergency Operations Center (EOC) readiness and serves as a member of the EOC staff during campus-wide emergencies.

The Emergency Management EHS Specialist 3 collaborates with colleagues, exercises experienced professional judgement, practices an in-depth understanding of the professional field and independently performs goal-oriented activities to further the mission of the university's emergency management program. Independently performs the full range of responsibilities within the emergency management function which include but are not limited to: coordination and monitoring of the delivery of emergency services policies and procedures, delivery of training workshops and exercises, and providing professional advice for campus wide programs. This position plays a key role in developing and implementing the Emergency Management & Business Continuity Division goals.

~ Serves as EHS Duty Officer. Must be available on-call 2-4 times per year for one-week shifts to respond to UCSD in the event of an after-hours, weekend or holiday incident involving hazardous materials or requests for services that are regularly provided by EH&S.

~ Ability to be available on-call and return to campus on short notice as necessary during non-work hours for EHS related concerns/incidents.

~ May be requested to respond back to campus throughout the year to respond to EHS related incidents and/or for services provided within the employee’s subject area of expertise.

QUALIFICATIONS
  • A Bachelor's Degree in related area; and/or equivalent experience/training.

  • Demonstrated thorough knowledge, technical skills, and experience in all functional areas in the field of Emergency Management & Business Continuity.

  • Demonstrated knowledge of the Standardized Emergency Management System (SEMS)/Incident Command System (ICS)/National Incident Management System (NIMS).

  • Demonstrated ability to teach SEMS/ICS/NIMS to senior managers and others.

  • Demonstrated ability to design and deliver presentations with ability to present continuity planning rationale to diverse constituency.

  • Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.

  • Strong written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment. Proven interpersonal skills, customer service orientation, active listening skills, and effective team leadership skills.

  • Thorough knowledge of customer service principles, and the tools/methods for measuring expectations, satisfaction and results.

  • Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints. Strong organizational skills to plan, organize, and prioritize multiple projects.

  • Thorough knowledge of and ability to apply business continuity and emergency services policies and procedures. Ability to conceptualize effective policies and procedures. Ability to analyze information and produce summaries, reports, and benchmarking statistics.

  • Ability to learn and use technology related to emergency management & business continuity such as emergency notification, emergency management software, Fusion, Advocate and others.

  • Intermediate to Advanced proficiency in computer applications including Microsoft Office (Word, Excel, PowerPoint, or other similar applications). Database skills including basic knowledge of database structures and use of query tools and web based applications.

  • Proficiency in database, file and calendar management (preferably Microsoft Outlook), triaging of messages leading to actions, event management and coordination of travel.

  • Strong ability to effectively communicate with all campus units, Chancellor and the Executive Policy Group, and all other city, state, federal, public, and private agencies that play a role or function in the event of an emergency.

  • Proven knowledge and expertise in all subject areas across the EHS discipline. Thorough knowledge, skills, and ability necessary to execute incident management activities safely and effectively.

  • Proven knowledge of local, state, and federal regulations specific to general safety, occupational health and safety, chemical safety, biosafety, radiation safety, fire/life safety, emergency management, and environmental protection.

  • Ability to provide leadership during incident management until a transfer of responsibility takes place or the incident has been resolved. Ability to analyze situations, evaluate the need for additional EHS resources and/or activation of the EHS response team, and assume responsibility for incident management.

  • Experience in crisis and/or incident management. Proven knowledge of crisis management concepts and techniques; ability to predict, avert, mitigate and recover from an event that has or could have a severely negative impact on business.

  • Thorough knowledge in the selection and use of personal protective equipment (PPE). Ability to wear the required appropriate level of PPE including respiratory.

  • Ability to multi-task with demanding time-frames. Ability to handle sensitive, highly-nuanced interactions with people despite situations that may be complex, stressful or unfamiliar. Ability to use discretion and maintain confidentiality.

SPECIAL CONDITIONS
  • Must be able and flexible to work outside of the normal work week, plus occasional overnight travel, will be required.

  • Directly responding to the scene of an emergency or to the Campus emergency operations center during and outside normal working hours will occur.

  • Must be able to return to campus within one hour of receiving notification to respond to emergency situation.

  • Maintaining a 24/7 presence on campus during any major disaster situation is a significant requirement of this position.

  • Must possess and maintain a valid CA driver's license and participate in the DMV Pull Program. Must have access to reliable transportation.
