Job Summary

The College of Social Sciences at Eastern Washington University and Family Resource and Training Center (FRTC) invites applications for a Foster Parent Recruitment Coordinator.

The Recruitment Coordinator serves as a leader to provide coordination and sustainability of the regional recruitment of Resource Families. They will have regional responsibility for the Statewide Recruitment plan, regional recruitment plan and RPM program. The EWU Recruitment Coordinator Chair will facilitate and organize the Recruitment Council.

This position is responsible for Region 7, and Pocatello/Idaho Falls will be the duty station. Region 7, includes the following Idaho counties: Power, Bannock, Oneida, Caribou, Bear Lake, Franklin, Lemhi, Custer, Clark, Butte, Jefferson, Bighorn, Fremont, Madison, Teton, Bonneville, and Bingham. Collaboration, coordination, data collection, communication and reporting will be major duties of the job. Additionally, this position will supervise non-student hourly employees in Region 7.

This position will require the selected candidate to travel as needed to fulfill the position job duties, up to 20% of work time approximately. Travel will occur throughout the state and will include multi-day/overnight trips. Travel will be required for supervision, training purposes, and multi-day conferences. Monthly travel is required to attend meetings and/or fulfill other work related functions.

The FRTC is located in Coeur d’Alene, Idaho. The FRTC is the physical center that supports Idaho children and families through partnering work between Idaho Department of Health and Welfare (IDHW) and the Division of Family and Community Services (FACS) and Eastern Washington University (EWU); and Eastern Washington children and families through partnering work between Washington State Department of Child, Youth & Families and Eastern Washington University (EWU).

Conditions of Employment

This is a 100% administrative exempt position funded under a grant contract. Continuation of the position is contingent on availability of contract funding. Position is located in Pocatello/Idaho Falls, Idaho

This position, during the course of university employment will be involved in the receipt of, or accountability for, university funds or other items of value; as well as the unsupervised access with the developmentally disabled, vulnerable adults or children under the age of 16. The offer of employment is contingent upon successful completion and passing of a background check prior to beginning employment.

This position will required the selected candidate to travel as needed to fulfill the position job duties, up to 20% of work time approximately. Travel will occur throughout the state of Idaho, and could include multi-day/overnight trips. Travel will be required for supervision, training purposes, and multi-day conferences. Use of personal vehicle is reimbursed at the approved rate per Idaho State Travel Policy and Procedures in effect on date of travel.

Required Conditions of Employment: Must have transportation, a valid driver’s license, and a clean driving record, including no DUI citations.

Required Qualifications
  • Bachelor’s Degree (any field); a degree in marketing and/or communications may be helpful
  • At least three years’ experience in social services.
  • Child welfare experience, including understanding the responsibilities associated with child welfare systems.
  • Knowledge of working with foster care children.
  • Strong skills in all of the following:
  • Data skills
  • Writing and verbal communications
  • Leadership and/or supervisory
  • Computer skills including programs such as Excel, Word, Outlook, Publisher, and database
  • Ability to travel as described in the Conditions of Employment and Essential Function Analysis, as needed, up to 20%.
  • Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal access, of our students, faculty, staff, and the public.
Preferred Qualifications
  • At least two years supervisory experience.
  • Five or more years experience in social services.
  • Organizational leadership and/or program development experience.

  • Work with Recruitment Council on regional recruitment efforts.
  • Interact with CFS workers to discuss recruitment needs and activities.
  • Cultivate community relationships to promote Resource Family recruitment and support.

  • Develop a regional recruitment plan incorporating the statewide plan with the State Child Welfare Agencies.

  • Report to the Director of Family Resource & Training Center issues, concerns and recommendations for RPM Program and Statewide Recruitment Plan.
  • Support RPMs by providing supervision; assigning activities, receiving activity reports and providing reminders for timesheets.
  • Administer RPMs employment processes to include hiring, orientations, travel and reimbursement paperwork, activity reports, and timesheets.
  • Coordinate staffing needs to ensure staffing is provided for RPM Program and troubleshoot employee performance and delivery of services.
