The Citadel, The Military College of South Carolina is accepting applications for a part-time, Info System/Business Analyst in the department of Procurement Services. Will work as a member of The Citadel’s Procurement Services team to provide technical IT support to the Procurement Department and the College’s Faculty, Staff and Students interfacing with it.
Responsible for maintaining Procurement software systems to include various systems modules of the newly selected ERP Software System. Those modules could be AP Director, e-files and e-templates, new and changing users, accounting information, suppliers, and catalogs. Writes and maintains system and user documentation and manuals and maintains data definitions. Acts as departmental helpdesk for Procurement technical systems. Provides expert advice to users experiencing technical difficulties and ensures resolution of system access issues. Establishes and maintains good customer service relations with customers. Advises customers in technical processes and assists buyers with technical issues as necessary.
Overseas and supports implementation and operation of Procurement software programs. Analyzes, tests, updates and troubleshoots Procurement processes in all Procurement software applications. Establishes and monitors security and user access. Works closely with third party technicians and campus IT department regarding integrations, backup/recovery and performance issues. Reviews new releases and product developments and makes recommendations.
Enhances and maintains Procurement department website. Maintains departmental hardware/software/peripherals. Researches workflow procedures, social networking and survey tools and makes recommendations to Supervisor and Procurement team. Research, implement and manage a document indexing plan for all Procurement Records. Provides technical and administrative support and assists with long-term and short-term strategic plans and purchases of software, hardware and updates.
Coordinates with the Procurement Director on all property management issues concerning The Citadel. Overseas the coordination and maintenance of property management records in Banner. Coordinates property transfers between departments and all changes to accountable property records. Operate the property management inventory system. Track property purchase, install identifying tags and conduct audit inventories using random, cyclical, or spot inventory methods to ensure that college property is fully accounted for throughout the college.
Creates, runs, and analyzes complex reports from Banner ODS Newly Selected ERP Software System using Cognos and vendor specific report writing programs. Establishes/schedules routine reports and participates in special reporting projects.
Minimum and Additional Requirements:
A high school diploma and at least four years of related work experience in web-based programs, systems maintenance, technical support, or helpdesk. Bachelor's degree in related field may be substituted for work experience. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Knowledge of electronic procurement/e-commerce. Capable of utilizing resources to learn rules, regulations and provisions of SC Consolidated Procurement Code. Working knowledge of wide range of complex hardware and software programs. Ability to provide technical and administrative support.
Ability to establish positive working relationships with all staff and customers. Ability to analyze complex situations and recommend solutions. Excellent communication and customer service skills. Knowledge of public purchasing principles preferred. This position requires limited supervision of day to day operation. However, regular updates, reports and studies are required on a regular basis to both the direct supervisor and the Procurement Director.
Individual must be capable of establishing and maintaining effective working relationships with coworkers, department end users, vendors, College officials, Information Technology Management, and have ability to coordinate with technical, functional and administrative personnel. Candidate should demonstrate ability to explain technical information in a way that is understandable to non-technical customers and, in turn, be able to translate users requests in a technical environment. Some overnight travel may be required for training.
IT procurement experience helpful preferably in public institution and/or higher education environment. Experience with Banner operating systems including Asset Management, reporting tools (Cognos), website development (Joomla), WORKS and ERP start-up is preferred.
