Proposal Manager Office of Sponsored Research Georgetown University Medical Center

Proposal Manager, Office of Sponsored Research - Georgetown University Medical Center

The Office of Sponsored Research (OSR) is the Georgetown University Medical Center (GUMC) Authorized Organizational Representative (AOR) and the only GUMC organization authorized to bind the Medical Center in sponsored research agreements. OSR is responsible for reviewing grant and contract applications for compliance with sponsor and University policies, in cooperation with other University administrative offices. All research and training grant and contract applications, without exception, must be approved by the Director or Deputy Director of OSR or their designee, prior to submission.

The quality of research proposals submitted to funding agencies has a direct effect on research dollars received by the Medical Center. Proposals that do not meet Sponsor guidelines may be rejected outright, or culled during the peer review process, resulting in the potential loss of support for research activities. The OSR Proposal Manager (PM) provides pre-award services and support to medical center investigators. Duties include but are not limited to:
  • Reviews of all research proposals for submission to federal, other governments, and private funding agencies, which includes a thorough review of the proposal budget, the program announcement or request for proposal, compliance requirements and adherence to sponsor and University policies and guidelines.
  • Assists in the preparation of documentation required by collaborating institutions for proposals on which GU is proposed as a sub-awardee.
  • Submits all proposals for federal funding using the prescribed portal such as grants.gov, NSF FastLane, EHB Handbooks, NSPIRES, and grant solutions.
  • Outreach and training to investigators and departmental personnel related to conducting research at GU.
  • Participates in the maintenance of the OSR website, e.g., posting upcoming announcements for funding; coordinating with the Dean for Research Office on circulating funding announcements; acting as a liaison with internal offices, especially the Office of Research Development Services and other GU offices responsible for compliance and oversight; attending meetings of the internal Proposal Review Committee and acting as a liaison to external funding agencies.
  • Is proficient in the use of Georgetown University's financial database for award tracking and maintenance, GMS.


This position is deadline driven and requires a high degree of professionalism in frequent interactions with GUMC faculty and staff. The position supervises one Grants Specialist who is responsible for entering and updating proposal information in GMS. The PM is responsible for reviewing GMS proposal information for accuracy and for ensuring that proposal information is entered timely.

Qualifications
  • A Bachelor's Degree in Business Administration or Accounting
  • At least three to five years of experience in a research environment and a strong familiarity with financial aspects of a research budget
  • Experience with database management and financial management systems
  • Familiarity with biomedical research funding agencies and proposal submission portals (listed previously) and utilities, e.g. NIH ASSIST and Workspace


Preferred qualifications
  • Have or be willing to obtain the Certified Research Administrator (CRA) credentials
