DESCRIPTION

The UC San Diego Human Resources Department is the campus central office encompassing numerous core campus organizations that include DisAbility Counseling and Consulting, Equal Opportunity Services, Compensation and Classification, Benefits, Employee Relations, Talent Acquisition and Data Analytics, Faculty and Staff Assistance Program, Labor Relations, Retirement Resource Center, Policy Development and Work Life, Staff Education and Development, and Temporary Employment Services.

As a member of Campus Human Resources Talent Acquisition and Data Analytics unit, this position provides integrated Human Resources support to assigned campus departments, working directly with departmental senior management, hiring managers and Campus Human Resources.

The incumbent will provide guidance, counsel, and support for the full range of Human Resources related issues. This position will actively participate in the development of staffing goals, recruitment strategies, and is responsible for planning, organization, coordination, and implementation of positions. This position sources candidates and establishes network protocols for identifying and maintaining diverse and qualified candidate pipelines. By utilizing specialized Human Resources and employment expertise, this position supports a variety of Human Resources activities related to general and executive level recruitment, compensation, employee and labor relations, organizational development, policy research and compliance, and effectively analyzes and resolves complex issues without precedent and/or structure.

In addition, and in collaboration with Campus Human Resources, this position advises managers, supervisors, and staff regarding compensation, employee and labor relations matters and organizational development. Provides expert advice to departmental leadership on a broad range of human resources management practices and issues. Exercises leadership and discretionary authority, using a high degree of independence, ingenuity, and analytical skills to resolve complex, unusual, and non-routine problems or issues in a timely and satisfactory manner. Analyzes, drafts, develops, interprets, implements, evaluates, and revises policies, procedures, and guidelines and presents this information to managers and employees. Leads and coordinates support for employees at all levels of the Department. This position may serve in a lead capacity, providing guidance to other Human Resources professionals.

The successful candidate will be a self-starter who is comfortable with the execution and completion of critical deliverables, strong attention to detail, and be driven by a desire to meet the campus business needs.

QUALIFICATIONS
  • Knowledge and experience with wage and hour laws, and other laws and regulations relating to employment, compensation, collective bargaining, and EEO/AA. Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.

  • Demonstrated experience in interpreting, analyzing, advising on, and implementing policies, procedures, and regulations related to recruitment, employment, employee relations, performance management, compensation, payroll, benefits, affirmative action, visas, discipline, conflict resolution, and collective bargaining units.

  • Demonstrated experience participating in short- and long-term strategic HR planning to create, update, and improve policies, procedures, and HR programs.

  • Experience advising on professional recruitment techniques and processes in a competitive marketplace.

  • Demonstrated experience (typically two year min.) in administrative analysis or operations research.

  • Knowledge of a human resources management system (HRMS), and / or other related business software programs and systems. Demonstrated experience working with a variety of software packages including spreadsheet, word processing and database applications, such as Microsoft Excel, Word, and Access.

  • Skilled in communicating clearly and effectively verbally and in writing. Excellent verbal and written communication skills, with the ability to identify the correct issues to be communicated, the appropriate audience, the method of communication, and the timing of the communication.

  • Demonstrated ability to handle very difficult or volatile situations/individuals effectively.

  • Demonstrated analytical, active listening, and critical thinking skills. Proven ability to take initiative to resolve problems and improve policies and procedures.

  • Demonstrated competency and commitment to equity, diversity and inclusion.

  • College degree with a major in business administration, human resources, or allied field, or an equivalent combination of education and experience.

  • Proven ability to maintain confidentiality and use discretionary practices.

  • Demonstrated ability to independently prioritize and organize job responsibilities in an environment of high-volume workload, competing deadlines, changing priorities, and frequent interruptions.

  • Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Strong demonstrated ability to collect and summarize data, research and evaluate options, and recommend and implement innovative solutions, as well as evaluate results.

  • Thorough knowledge of organizational policies and procedures, knowledge of functional area and understands how work may affect other areas.

  • Duties may require direct contact with children (defined as individuals under the age of 18); completion of the Child Abuse and Neglect Reporting Act (CANRA) training and form will be required.
