Job Description

 

  • This is fifth in a series of five classifications. It is distinguished from Police Sergeants in that the Lieutenant performs more administrative duties and much less field work. Police Sergeants typically report to Police Lieutenants. Police Lieutenants typically report to the Deputy Chief.
  • Under direction, administers the operation of an assigned law enforcement unit. Manages, controls and coordinates the activities of the daily operation and provides highly complex staff assistance to the Deputy Chief. Work requires considerable judgement in the interpretation and application of rules, regulations, laws, ABOR rules, regulations and laws. Considerable latitude is permitted for independent action within the framework of department policies.
  • Provides managerial direction and control for the Department and coordinates with other area law enforcement and related agencies to integrate law enforcement and security functions between the University and community.
  • Ensures that all police and safety operations are conducted in strict compliance with all applicable local, state, and federal laws and regulations, to include the Arizona Peace Officer Standards and Training Board (AZPOST), Commission on Accreditation for Law Enforcement Agencies (CALEA), FERPA, CLERY, University and Department policies.
  • Formulates, recommends and implements policy and procedure related to all functions assigned to the Department.
  • Formulates programs and plans to maintain Department efficiency and effectiveness. Submits reports or verbally informs supervisor on activities of division and makes recommendations based on analysis of trends or problems.
  • Participate in the preparation of the budget and assists in budget implementation; manages budget amounts allocated and ensures that all operational activities remain within budget limitations. Participates in forecasting budget needs for the future.
  • Supervises and evaluates the work of subordinate personnel by reviewing results achieved and ensuring conformance to standards, also by reviewing and examining all documentation and reports generated by staff for completeness, accuracy and to keep apprised of activities.
  • Responsible for personnel activities such as, discipline, training, counseling and transfers.
  • Develops and maintains departmental training needs and employee development programs for personnel.
  • Provides information and instruction to the public and employees to enhance public relations and employee morale. Informs members of the department of changes in regulation and policies, implication of new or amended laws and new techniques of police work.
  • Performs the duties of a police officer when circumstances require.
  • Performs other related duties as assigned.
  • Investigates complaints against staff; recommends action to be taken.
  • Coordinates and supervises special activities or events on campus requiring additional support or with outside law enforcement agencies.
  • Resolves problems and questions presented by subordinate staff.

Minimum Qualifications

  • Six years of experience as an Arizona Peace Officer Standards and Training (AZ Post) certified officer which includes one year of supervisory experience; OR,
  • Bachelor's degree in Police Science, Criminal Justice, Business Administration, Public Administration, a social science or related field AND four years experience as an AZ Post certified officer which includes one year of supervisory experience; OR,
  • Equivalent out-of-state certification; must obtain an AZ Post regular officer certification within six months from date of hire.
  • Possession of a current Arizona Type D driver's license upon employment.


Knowledge Skills and Abilities

  • Knowledge of administrative procedures, budget preparation and management practices.
  • Knowledge of supervisory practices and procedures.
  • Knowledge of law enforcement practices and procedures and applicable laws, rules and regulations.
  • Skill in applying laws, rules and regulations.
  • Skill in analyzing complex police problems; identify alternative solutions, project consequences of proposed actions and implement recommendation in support of goals.
  • Skill in analyzing and modifying police service delivery modes to enhance effectiveness while maintaining efficiency.
  • Skill in recruiting, supervising, training, evaluation staff and maintaining effective working relationships.
  • Skill in managing situations firmly, courteously, tactfully and impartially.
  • Ability to effectively communicate verbally including public presentation skills.
  • Effective writing and editing skills.
  • The ability to work effectively with people from a variety of culturally diverse backgrounds.
  • Proficient skill in the use of firearms.


Background Information

This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting.

Additionally, as an employer in the state of Arizona, NAU is required to participate in the federal E-Verify program that assists employers with verifying new employees' right to work in the United States.

 

Finally, each year the Northern Arizona University Police Department releases an annual security report. The report is a result of the federal law known as the Clery Act and contains policy statements that address the school’s policies, procedures and programs concerning safety and security including policies for responding to emergency situations and sexual offenses. The report contains three years of data for Clery reportable crime statistics for the campus along with the most current year’s Fire Safety Report, which includes policy statements and fire statistics for Flagstaff on-campus student housing.

Salary

The salary range for this position is $74,149 - $96,298

 

This position's pay grade is 67. The salary range for this paygrade can be found on the CLS Grade Schedule.

**The starting salary will be determined by the qualifications of the selected applicant balanced with departmental budget availability, internal salary equity considerations, and available market information.

 


FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.
