Position Summary

Under the general direction of the College President and in consultation with college and district leadership and appropriate college constituencies, the Vice President of Administrative Services and Student Support is responsible for providing leadership and promoting effective support for student learning and administering the college budget in cooperation with other Vice Presidents; the business and enterprise operation of the college; the college building and facility development and maintenance program; coordinating with the district the purchase of equipment, personnel services; coordinating processes which support student learning; supervising and evaluating assigned staff; and working cooperatively with the management team and the district staff in all areas of responsibility in support of a positive work environment, college effectiveness and student success.

The Vice President of Administration Services and Student Support provides primary advice and counsel to the college leadership team to assure resource allocations are consistent with college planning; there is accountability for, and assessment of, organizational structures and processes; and employees are provided a safe and secure working environment.

The Vice President of Administration Services and Student Support has oversight of the Administrative Services staff and direct supervisory responsibilities for the Director of Administrative Services, Bookstore Manager, Business Services Supervisor, and works collaboratively with the District to oversee facilities and campus police staff.

Assignment Responsibilities

Typical duties may include, but are not limited to:

College Budget:
● Coordinating the development and preparation of the college budget.
● Working with individuals responsible for budgetary units and with the budget committee in the development of the budget.
● Monitoring expenditures to ensure that budget limits are maintained and ensuring the establishment of appropriate internal control procedures.
● Adhering to operational and program guidelines.
● Providing written and oral reports to the College President, the management team, constituency leaders, and the college faculty and staff as required.
● Advising the College President in matters pertaining to financial and business activities of the college.
● Assuring appropriate reserve levels within the budget to address long-term needs and year to year carryover.

Business Operations:
● Overseeing purchasing processes.
● Determining office hours of operation and staffing levels.
● Ensuring appropriate internal control procedures.
● Maintaining vendor relations and adhering to vendor contracts and agreements where appropriate.
● Overseeing printing services, mail services and receiving.
● Assuring record retention consistent with state law.
● Assisting in the development of policies, regulations and procedures that relate to the areas of responsibility.
● Representing the college in business administration activities that affect district-wide operations.

Classified Personnel:
● Serving as the classified personnel officer in charge of classified staffing, supervision, evaluation, and discipline processes for the college.
● Proposing staff changes or additions.
● Representing the college on the Reclassification Review Board.
● Serving as the college administrator for classified collective bargaining contracts.
● Providing leadership in the effort to ensure diversity and cultural inclusiveness in the administrative services functions of the college.

College Facilities:
● Coordinating the college building, capital construction, facilities and ground program in conjunction with lead college staff and District Office Representatives.
● Overseeing the development of, and adherence to, the College Facility Master Plan.
● Serving as primary resource to college planning committees for individual building projects.
● Assuring college facilities and grounds are maintained.
● Overseeing the scheduling and rentals of college facilities.
● Providing leadership in the development and implementation of the college’s environmental sustainability plans and programs.

Enterprise and Fundraising Operations:
● Assuring the success of the bookstore in meeting faculty and student needs while providing revenue support to the college.
● Coordinating with district officials in the oversight of the college/district food services program contract and works directly with the vendor partner to assure the success of the program for the college.
● Responsibility for Office of Philanthropy accounting as it relates to the campus trust fund accounts-sundry and scholarship funds.

Safe and Secure Working Environment:
● Defining and managing the college’s buildings and offices, keys and electronics locking system balancing ease of access and use with the need for safety and security.
● Coordinating and implementing the district’s risk management program and all programs related to the safety of employees and students.
● Implementing other environmental compliance programs.
● Serving as the college safety officer.
● Monitoring and implementing projects to meet ADA requirements.
● Responsibility for coordinating college police services in conjunction with the District Chief of Police for the bookstore, parking, physical plan maintenance, receiving, mail service, duplication, business services, and cafeteria.
● Serving as member of the Emergency Operations Center (EOC) team.
● Serving as campus Americans with Disabilities Act (ADA) officer.
● Performing other duties as assigned.

The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.

1. Have a master’s degree from an accredited institution, completed by October 1, 2019, in Business, Accounting, Finance, Business Management or related field and three years of administrative experience; OR, have a bachelor’s degree in Business, Accounting, Finance, Business Management or related field and a Certified Public Accountant’s license and three years of administrative experience; OR, have a bachelor’s degree in Business, Accounting, Finance, Business Management or related field, and five years of progressively responsible management experience in the areas of responsibility related to this position.

2. One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment

3. Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
