Overview

Working independently under the general supervision of the Dean, this position provides State and Foundation financial overview, planning, budget analysis and accountability for the Kremen School of Education and Human Development and supports the mission of the Kremen School by assisting in a wide variety of analytical, logistical, and technical assignments.

Position Summary

Major Duties of the job include:

  • Perform a wide variety of budgetary administrative duties including administrative and departmental allocations, analyzing expense data and recommending changes where necessary. Works in consultation with Kremen School leadership based on known commitments, anticipated reimbursements and contingency funds for critical use.
  • Advises the Dean and Department Chairs on policies relating to the Fresno State budget as well as the budget policies of the Fresno State Foundation. Keeps appropriate Kremen School personnel informed of changes and makes recommendations to key university personnel on additional changes needed to improve the efficiency of financial forms processing.
  • Maintain workbooks used and updated throughout the fiscal year to enter allocations, record expenditures and track augmentations. This information is shared and used by the Kremen School administration and Budget Committee on a regular basis.
  • Review state and foundation accounts monthly to review expenses and prepare necessary forms to transfer operating and payroll expenditures as needed in order to balance allocations.
  • Review all documents with a Kremen School financial impact, including but not limited to; memorandum of understandings and standard agreements. Provide recommendation and coordinate with appropriate outside agencies.
  • Responsible for full scope of grant submission utilizing GrantLaunch, including review, recommendation, and budgetary information.
  • Develop budget and business processes and procedures to be used by the Kremen School and provide budgetary information to all employees when needed.
  • Serve as lead contact for all Kremen School budget and instructional staffing needs and issues.
  • Review and summarize university Level B budget allocation to the Kremen School. Coordinates allocation needs with the dean and allocates funds to the departments for staffing and operational needs. Consults with the Kremen School Budget Committee for final approval of the allocations.
  • Responsible for reviewing and distributing monthly financial reports to departments. Contacts the Office of Faculty Affairs or Payroll for questions or issues related to salary expenditures and the Office of Procurement or Accounting Services for questions on operational expenditures.
  • Works with off campus businesses and educational institutes for contractual or business needs and maintains positive working relationships with appropriate personnel and outside agencies.
  • Prepare and process requisitions, invoices, and other documentation for procurement or accounting offices
  • Assist with recruitment and hiring of temporary and permanent support staff for the Kremen School
  • Monitors course enrollment and enrollment trends and makes recommendation to the Dean and Department Chairs for adding or deleting course sections.
  • Reviews all Kremen School teaching contracts for accuracy, need and eligibility. Makes recommendation to the dean for approval or denial of contract. Works closely with Faculty Affairs to assure contracts are processed and faculty are paid accurately and on-time.
  • Oversees all Kremen School faculty workloads to assure that appropriate units are assigned. Reviews all teaching contracts to determine eligibility and meet contract entitlements.
  • Assists the Associate Dean with various duties as requested.
  • Trains department assistants on the use of PeopleSoft financials and Payroll reports.
  • Responsible for the accuracy of monthly Payroll Certification for all Kremen School employees.
  • Prepares documents for the Kremen School Budget Committee; attends meetings, records minutes and distributes minutes to Kremen School personnel.

Secondary duties of the job include:

  • Direct, hire, train, coordinate, and evaluate student assistants and approve recorded time.
  • Compile documentation to be included in the annual reports to the provost.
  • Assist with the coordination of the Kremen School annual convocation ceremony and other school events.
  • Perform other duties in support of the Kremen School of Education and Human Development.
  • Assist in documentation process for accreditation visits.
  • Retrieve data to run program reports and prepare documents as requested.
  • Order and maintain office supplies.
  • Attend training sessions to improve skills as needed.

Knowledge, Skills & Abilities
  • Thorough knowledge of financial, budgetary and accounting principles and practices; knowledge of the campus financial function and organization.
  • Advanced proficiency with spreadsheet software programs, foundation financial reports, PeopleSoft financials and data warehouse reports
  • Exceptional business correspondence formatting and Excel reporting processes.
  • Ability to troubleshoot, analyze, research and resolve budget administrative and procedural problems.
  • Perform technical, specialized, complex and difficult office administrative work requiring the use of independent judgment.
  • Interpret and implement policies, procedures and computer applications related to the budget.
  • Learn, interpret, and apply a wide variety of policies and procedures relating to and impacting the applicable program or organizational unit.
  • Perform basic research and prepare reports and recommendations.
  • Oversee department and program budgets, monitor the budgetary and accounting duties of Kremen School department assistants.
  • Independently organize work, coordinate projects, set priorities, meet deadlines and follow up on assignments.
  • Use initiative and independent judgment within established policy and procedural guidelines.
  • Provide complex office administrative support in the areas of procurement, budgeting, report preparation and staff communication; and communicate effectively with co-workers, subordinates, superiors, the university, and the general public.
  • Ability to:

Education and Experience
  • Bachelor’s degree, with a major in accounting, business administration, finance or a closely related field.
  • Two years of progressively responsible analytical experience including two years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program.
