Procurement Services and Materials Management is responsible for the acquisition of goods and services, payment of vendors, stocking and distribution of products, tracking equipment, reimbursement of employees and non-employees and the development of business processes that seek continuous improvements in efficiency, effectiveness and user satisfaction. Procurement Services and Materials Management is responsible for the procurement cycle – “cradle to grave” – of all goods and services required to sustain, foster and support the education and research missions of the University.
Procurement Services and Materials Management includes the following units:
Purchasing Services.
eProcurement and Materials Management.
Accounts Payable and Travel Services.
The Accounts Payable and Travel Services unit executes vendor invoice payments and reimbursements to individuals as well as vendor onboarding and maintenance. Travel Services provides travelers on University business with help including, but not limited to, registration payments for and reimbursements to faculty, staff and students. Travel Services also aids travelers booking airfare through the University’s Airfare billing system. Once this position’s manager’s role is filled, the unit will take responsibility for payment card operations, which includes the management of purchasing card (p-Card), travel card & fuel card programs.

Position DescriptionThis is a new position created to manage the addition of a transformational new Travel Card program within the Procurement Services & Materials Management operation. This position will manage the new Travel Card Program and collaborate with the Purchasing (p-Card) Card Team to identify and implement best practices for the University payment card programs.
The primary purpose of this position is to administer and manage all functional components of the University’s Travel Card program. This includes:
•Travel Card Program Management.
•Cardholder application validation, card setup and card issuance.
•Cardholder / stakeholder training, including training material development / creation.
•Performing transaction audits & Travel Card policy enforcement.
•Reporting of travel card metrics.
•Optimization of Travel Card program related processes and procedures to enable controlled growth.
•Cardholder customer service.
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Essential Skills, Knowledge and AbilitiesThe candidate should demonstrate excellent analysis, communication and customer service skills. They should also have experience in understanding and applying business processes.
The candidate should be able to demonstrate sound professional judgment, the ability to make independent decisions, and be able to act with integrity and function under pressure due to time constraints.
Preferred QualificationsTravel card or purchasing card (p-Card) program administration.
Working knowledge and understanding of expense management software-as-a-service solutions.
Policy enforcement experience.

Location: UNC is located in the heart of Chapel Hill, the best college town in America! It's a friendly town of about 40,000 in the geographical center of North Carolina. Chapel Hill is at the western point of the Research Triangle, an area of about one million people, comprised of Chapel Hill, the cities of Durham and Raleigh, and the Research Triangle Park, home of many corporate offices and scientific research centers. Carolina is about 30 miles from the state capital, Raleigh, and 20 minutes from Raleigh-Durham International Airport.

Carolina Computing Initiative: Beginning with the freshman class of 2000, undergraduates must purchase laptop computers. The University has arranged for IBM to offer computers at excellent prices.
