Position Summary:
The HRIS Assistant Director is responsible for functional oversight of the Core HR module in PeopleSoft HCM 9.2 and the Taleo Recruiting platform, in addition to oversight of the Human Capital Management (HCM) system as a whole. This position requires a dynamic, Human Resources Professional to represent Employee Services as an HR and recruitment technology expert and a liaison to our campus partners, as well as University Information Services. This role will provide system analysis, requirements definition, testing, troubleshooting, and support in the area of CU Careers/Taleo (ATS) and HCM, while working to ensure system functionality follows best practices and aligns with university business needs. This requires an understanding of system integrations, security provisioning, recruitment lifecycle, HR compliance, and university business processes. The HRIS Assistant Director will handle issue resolution and the maintenance of consistent and accurate documentation of system processes. This role will actively consult and partner with Campus HR Offices and department users to drive business process improvements and day to day support of business needs while maintaining a positive and collaborative relationship. The Assistant Director will provide production support and troubleshooting of system failures related to daily processing in HCM and CU Careers, while supporting new initiatives driving best practices and strategic change across the university. In addition, this position will oversee the work of the Employee Services Functional
Analyst roles (5 FTE). The HRIS Assistant Director reports to the Assistant Vice President and is exempt from the State of Colorado Classified Staff system.

Duties and Responsibilities:
Duties and responsibilities of the position include, but are not limited to:

Management of Functional Analysts:

  • Overseeing performance management and hiring of the employees within the team
  • Managing training and professional development of new/existing employees
  • Maintaining quality oversight by conducting regular reviews of team members’ work to evaluate for accuracy and overall delivery of services and customer experience. Provide regular feedback to team members and coach for improvement
  • Managing team schedules – leave requests, time monitoring, and approval
  • Managing operational requirements for projects – scheduling, assigning, and designing operational procedures
  • Ensuring cross unit alignment and collaborative team environment
Campus Relationship Management:
  • Developing and maintaining relationships and continual communication with the HR campus community and other campus HCM stakeholders
  • Communicating with Campus HR and department users regularly regarding issue resolution, requirements gathering, providing status updates, and presentations
  • Facilitating training and cross campus collaboration on CU Careers and HCM functionality and enhancements to campus HR offices
  • Conducting focus groups and status calls regularly
  • Representing Employee Services in key stakeholder meetings and facilitate discussions regarding competing priorities, handle ambiguity, and manage conflict
  • Applying knowledge of CU business processes, product and functional best practices, and related technology trends to guide campuses toward appropriate HR technology solutions
HR Technology Vendor Management:
  • Providing management or oversight of system-wide HR contracts, including renewal negotiation and feedback collection from campus partners including: HigherEdJobs, InsideHigherEd, LinkedIn, Direct Employers, HireVue, SkillSurvey, and others
  • Overseeing relationships between vendor and campus users
System Accountability:
  • Providing oversight of full PeopleSoft HCM Suite
    • Taleo ATS and Taleo Client Connect
    • HCM Core HR, HRGL, Payroll, Benefits and Time and Labor
  • Supporting annual salary and performance uploads into HCM
  • Ownership of Taleo Enterprise Edition applicant tracking system, which includes;
    • Responsibility for upgrades, including review of release notes
    • Understanding impact to existing integrations and assessing functional improvements
    • Communicating system changes, enhancements, outages, and upgrade impacts to users
  • Managing OBI and TCC expertise, which includes;
    • Responsibility for building, provisioning, and modifying new queries and adjusting integrations where required
  • Updating HCM production when required and ensuring functional analysis, support, process documentation and knowledge transfer

  • Knowledge of HRIS and ATS systems and practices
  • Knowledge of campus stakeholder needs and business objectives
  • Knowledge and application of customer service competencies
  • Knowledge and full understanding of SDLC (software development lifecycle)
  • Strong problem solving skills
  • Exceptional written and oral communication skills, including facilitating meetings, demos, trainings and presentations to large audiences
  • Ability to work independently and under pressure, to manage multiple concurrent tasks and responsibilities, and to deal with changing priorities, while maintaining personal effectiveness
  • Ability to establish and maintain good working relationships with co-workers, supervisors, other University personnel, and the public
  • Ability to travel between campuses within Colorado
  • Ability to effect and influence change through collaboration and inclusivityStrong collaboration skills

Salary: The starting salary for this position is $95,000 and is commensurate with skills and experience.

QualificationsMinimum Requirements:
  • Bachelor’s degree from accredited institution of higher education or equivalent professional experience. (The educational requirement may be substituted by professional experience on a year for year basis).
  • Five (5) years of experience using Human Resource Information Systems and/or Applicant Tracking System which must include:
    • Implementing new recruitment functionality
    • Utilizing software lifecycle development methodologies (SDLC)
    • Communicating and presenting information on system changes/updates and processes
  • Five (5) years of experience working in a Human Resources compliance capacity with a strong understanding of laws and regulations in regards to areas including: FLSA, FMLA, payroll, benefits, and others.
  • Three (3) years of experience managing personnel, developing a team and ensuring continuous improvement through performance management
Preferred Qualifications:
  • Experience with PeopleSoft HCM version 9.2
  • Current or previous experience working in Higher Education
  • Experience managing a team of business analysts or other IT related positions
