The Assistant Dean, CEWD Operations is responsible for the management and leadership of the Instructional Support Center and its business processes related to program development, fiscal management, schedule building, faculty compensation, outcomes assessment, the noncredit student experience, data management and reporting in the School of CEWD. The assistant dean is responsible for ensuring compliance with all federal, state, local and institutional rules and regulations with a focus on data collection and analyses, report generation and annual MHEC reporting. The assistant dean supervises the Enrollment Strategies and Analytics team charged with providing consultative services in budget management, marketing, schedule and course development for each CEWD department. The position includes oversight of the daily operations in the noncredit registration sites in Arnold, Teague Road and Glen Burnie Town Center related to public inquiry, student/customer relations, faculty support, course/program support, registration processes and room scheduling. The assistant dean provides the daily leadership and direction necessary to sustain these divisional services, as well as adapt to meet customer needs and strategic priorities of the college.
The Assistant Dean reports to the Dean, provides authority in the absence of the Dean and serves as a member of the CEWD management team.

Job Duties and Responsibilities:

PROGRAM ADMINISTRATION: Provides leadership for the development of school-wide administrative processes to support the enhancement and implementation of innovative noncredit and/or credit open enrollment and contract training courses and programs. Assures a coordinated systems approach is achieved by providing staff with goals that promote growth and include best practices for program administration.

STRATEGIC PLANNING: Provides leadership that drives the ISC to support departments in their pursuit to achieve stated CEWD and college strategic priorities. Develops and implements strategies to support school goals such as increasing student engagement as well as entry, access, progress and completion. Assists departments with strategic planning through oversight of the business plan development process.

LEARNING OUTCOMES ASSESSMENT: Assures department staff have the appropriate tools, data and training to effectively evaluate courses and programs using best practices for outcomes assessment, including identifying and achieving specific measurable outcomes and college competencies. Generates and tracks the reporting for departmental staff to ensure continuous student outcome assessment information is available and up to date. Directs and provides oversight to the management of the student opinion form process.

ENROLLMENT MANAGEMENT: Provides leadership to implement innovations in Colleague and other related technology to enhance systems to achieve student success, cost savings and process efficiencies. Manages school Service Request Forms and strategic business processes. Manages data collection and dissemination to various members of CEWD in a timely and effective manner with actionable information.

INTERNAL AND EXTERNAL COLLABORATION: Participates as an active member of the CEWD management team to implement the school's shared vision and strategic plans. Collaborates with other AACC department staff to promote a unified approach to program delivery. Serves on college-wide and external committees to further the goals of the institution. Liaises with related professional and community organizations on behalf of AACC to build strategic partnerships and ensure program currency.

SUPERVISION: Determines roles and responsibilities of departmental personnel and oversees recruitment, hiring, supervision and evaluation of staff and faculty. Establishes the annual plan to continually increase the professional knowledge, skills and abilities of departmental staff and faculty. Provides leadership and oversight in staff training for Colleague system access and preparation of the development of faculty and staff training manuals (e.g., the Noncredit Instructor Guide, Scheduling and Section Management training manuals, etc.).

MARKETING: Collaborates with the Strategic Communications team to develop and execute annual marketing plans based on data analysis of current and projected marketing initiatives for various subject areas. Provides oversight and assists the Enrollment Strategies and Analytics team and other CEWD staff in developing specific objectives and strategies for marketing and promotions to achieve overall goals and increased market share. Directs the overall continuing education schedule production process and other departmental marketing strategies.

BUDGET AND FISCAL MANAGEMENT: Working with the Dean and Assistant Deans, provides leadership in the preparation of CEWD fiscal year projections on FTE, enterprise and operating revenue as well as statistical comparison reporting. Manages the annual budget preparation process for CEWD. Oversees the Enrollment Strategies and Analytics team in preparation and ongoing analysis of multiple types of departmental budgets (e.g., operating, enterprise, grant, etc.) and enrollment projections to achieve departmental and school goals.

COMPLIANCE: Assures compliance of programs with accrediting organizations, regulatory agencies, college policies, relevant state regulations and any specific licensure or certification requirements. Oversees the preparation of federal, state and various agency mandated reports which result in college funding for all noncredit activities. Ensures data integrity and accuracy for the processes related to these reports throughout the year.

Required Qualifications:

A Master’s degree required.

Minimum seven years increasing experience in supervisory and five years of management responsibilities leading teams in a community college setting.

Minimum seven years experience with accounting/fiscal management, interpreting and following mandated regulations related to higher education.

Minimum seven years experience with college enrollment database systems or comparable higher education relational
information system highly desirable. Experience with Ellucian Colleague system highly desirable.

Demonstrated experience in a fast-paced environment requiring rapid decision-making and flexibility.

Demonstrated commitment to creating an inclusive environment and the ability to deal tactfully with all internal and external constituents.

Preferred Qualifications:

Familiarity with COMAR regulations as applicable for workforce and other course criteria approved for state funding.

Ability to utilize college standard word processing, spreadsheets and database systems at an advanced proficiency level.

Ability to work independently with minimal supervision.

Ability to work with teams.

Ability to handle sensitive information with complete confidentiality.

Excellent oral, written and presentation skills, as well as strong customer service and problem solving skills.
