DESCRIPTION

The UC San Diego Government Research Relations (GRR) Office, in association with the Office of Research Affairs, helps promote awareness and support for the research and education mission of UC San Diego in Washington, D.C.

As a resource to the campus, GRR: creates relationship-building opportunities with decision-makers and thought leaders in the federal government, NGOs, and industry; facilitates interactions with federal agencies and Congress; and, represents campus interests with elected and appointed officials. In its liaison role, GRR provides a portal for policy makers to access the extensive intellectual resources of the campus and for students and faculty alike to advocate for research and education funding when in the D.C. metropolitan area.

Under direction of the Executive Director Government Research Relations, the Government Relations Analyst is responsible for analytical studies or projects of moderate scope and complexity which address a variety of policy, research and procedural issues which are aligned with UC San Diego research, education, and strategic priorities. This includes legislative bill research; compilation and preparation of briefing materials and reports for the Executive Director, Chancellor, Vice-Chancellor for Research, and meetings with senior officials; performance of analytical studies on various policies, research initiatives, programs and issues; and analysis of legislative documents in preparation for meetings with UC San Diego leadership. Fully analyzes issues and problems, gathers data and information, finds and evaluates alternatives and makes sound recommendations.

The incumbent serves as the primary UC San Diego GRR office contact and is also responsible for primary staff support of the UC San Diego Government Research Relations office in Washington DC. This includes outreach and engagement with federal thought leaders and decision makers, and organization and management of complex calendar for the Executive Director GRR, demonstrating the highest level of professionalism, attention to detail, prioritization, sound judgment, and customer service. Incumbent assumes full responsibility for coordinating national and international travel arrangements, itineraries, etc. for the Executive Director. Responsible for independently handling reimbursements, including travel and events, for Executive Director, and others.

Incumbent is responsible for coordinating phases of work with others and for independently resolving problems. Participates in long-range planning for the administrative and programmatic needs of the Executive Director. Makes recommendations for improvements to office policy and procedures.

QUALIFICATIONS
  • A Bachelor's Degree in related area; and/or equivalent experience/training.

  • Strong interest in actively engaging in government relations, public policy, advocacy, research, university business & administration work.

  • Proven ability to analyze, research, synthesize and compile large amounts of data from various sources. Skill to organize data into forms that are easily understood and logical.

  • Demonstrated ability to accurately interpret, effectively communicate, and apply policies, procedures, and practices.

  • Demonstrated experience providing programmatic support.

  • Excellent skill to compose, proofread, edit and finalize correspondence, memos, briefings and reports.

  • Ability to maintain complicated executive calendar and skill in coordinating and maintaining a complex calendar of events, schedules, and meetings. Experience making travel arrangements.

  • Demonstrated working knowledge of applicable policy analysis techniques. Familiarity with various databases and search engines for Congress, the Executive Branch (agencies, departments)

  • Proficiency using word processing, spreadsheets, database software, electronic mail, electronic calendars, the internet and social media.

  • Strong problem-solving skills. Ability to analyze situations, identify existing or potential problems, recommend solutions, determine and implement procedures to accomplish effective resolution, and evaluate results or progress.

  • Excellent interpersonal skills, including proven ability to exercise tact, poise, mature judgment, diplomacy, and flexibility.

  • Experience and ability to interact with senior administrators, high-level officials, and others, at all or levels of an organization, such as university, government, community groups, and the media.

  • Experience as a self-motivator with ability to independently initiate and perform tasks with minimal supervision.
