Job Description Summary

The Senior Financial Analyst will serve as an integral member of the Vice President Finance and Treasurer’s newly created Financial Planning & Analysis (F, P, & A) department that provides centralized, comprehensive, and sophisticated financial analyses across all areas of Penn’s operations. The position will have primary responsibility for the operating budget and financial analyses/ modeling for the Student Registration & Financial Services (SRFS) department, an important role for a department of 65 staff, an operating budget of $8 million with the administration of a financial aid budget of approximately $250 million. S/he will be the point person for the Executive Director of Student Registration and Financial Services, as a dotted line report, and will directly engage with the SRFS leadership team to enhance short and longer term financial and operational planning. S/he will develop standardized budget analyses for all SRFS departments and lead regular budget meetings to ensure resource optimization. Additionally, this position will assist in all departmental capital planning. Responsibilities will include strong partnership with the University Budget Office, Institutional Research, and Gift Accounting to enhance analyses related to financial aid and endowments, and will provide support and counsel for any relevant external reporting. This position will also serve as an integral member of the F,P,& A department as it enhances University long term financial models, strategic financial analyses across Schools/ Centers, resource planning and proforma development. The position will be knowledgeable and comfortable leveraging technology and improving data, processes, and analyses to improve the efficiency and effectiveness of the Division and the University; as well as deliver work products to enable fact-based, timely and collaborative decisions that enhance the University’s mission.

Job Description

Primary responsibility for the operating budget and financial analyses/ modeling for the SRFS. S/he will be the point person for the Executive Director of Student Registration and Financial Services, as a dotted line report, and will directly engage with the SRFS leadership team to enhance short and longer term financial and operational planning.S/he will develop standardized budget analyses for all SRFS departments and lead regular budget meetings to ensure resource optimization. Additionally, this position will assist in all departmental capital planning. Responsibilities include development & maintenance of revenue and expense budgets in Hyperion, including updating quarterly and annual budgets and forecasts, as well as five-year projections. Budgeting responsibilities include University General Fee, Student Loans, and Student Receivables. Also included are monthly account reconciliations and ad hoc reporting.

Maintain, consolidate and deliver standardized reporting through comprehensive budget templates for Division use. Assist in managing all budget deliverables, under the direction of the Director, Financial Planning & Analysis. Assist with ongoing budget monitoring, develop reporting and tools for ongoing budget monitoring and the development/ management of professional reporting tools and presentations to provide decision support on Department and Division budgets throughout the fiscal year, and during formal budget submissions. Work will include proformas and sensitivities on Department and/or position restructuring and will assist in delivering senior-level decision support for Division budget, the University Central Bank and Risk Management. Attend quarterly budget meetings across the Division of Finance and lead quarterly budget meetings relative to SRFS.

Assist in developing standardized business and resource planning tools to enable decision support as we navigate through a changing landscape in higher education economics.The position will serve as a secondary contact for high-level strategic financial planning issues and be responsible for framing of such issues for review by University leadership (including the President, Provost, EVP, Vice Presidents, and/or School Vice Deans of Finance.Examples may include operating income analyses, assessment of new or ongoing campus initiatives, auxiliary enterprise proforma analyses, asset/ IP monetization proforma analyses, etc.

Research, analyze, and develop standardized quarterly financial aid reporting that serves as a link between the financial systems and financial aid system with relevant detail to serve multiple constituents and develop/ maintain financial aid presentation materials for delivery among multiple constituents, including SRFS Exec Director, Financial Aid Director, and VP Finance and Treasury.

Qualifications: A Bachelor's Degree and 5 years to 7 years of experience or equivalent combination of education and related experience is required. Major in Finance or Accounting preferred.
